As for the cultural shift PM advocated: to value a persons worth not by his paper qualifications, theres some doubt (or is great expectations?) on the public sectors ability to lead the way. Its the one big entity which values degrees and scholars, placing people on separate pathways based even on the quality of the degree/pedigree, observers in TODAY points out. Like streaming! Looks like it has to massively re-do its pay scales and career progression paths.
