As long as 1000 tenders are issued only in the FIRST FEW MONTHS... In the next few months there should be 2000 tenders, and they should be in smaller communities in the Shomron that need a boost in numbers of residents. This is necessary for security and for building a local economy as well as fulfilling the biblical command(s) to take possession of the land (of Israel) and settle it. We also need to build a few new Jewish communities in the Jordan Valley.
