As of Sept. 13 at 9 a.m., U.S. military installations within the Kanto Plain shall assume Tropical Cyclone Condition of Readiness Level 4. Based on the Joint Typhoon Warning Center’s Forecast, Tropical Depression 16W is located approximately 184 nautical miles north-northwest of Agrihan Island. The depression is estimated to have sustained winds of 25 knots gusting to 35 knots (29 mph gusting to 40 mph) near its center and is moving toward the northwest at five knots (14 mph). Due to the high possibility of fluctuations in the current storm track, over the next 72 hours, sustained winds of 50 knots or greater are possible within the Kanto Plain beginning Sept. 16. Definition of TCCOR 4: Destructive winds of 50 knots (58 mph) sustained or greater are possible within 72 hours. Personnel should remain alert, and monitor radio and TV, as rapid changes could occur. They are also reminded to secure outdoor belongings (bicycles, patio furniture, garbage and recycling containers, plants, decorations) indoors or in a storage shed during periods of high winds.
