As president Yoweri Museveni was delivering the state of the nation address, his Vice President, the Prime Minister and his deputies, head of Public Service, among other officers were busy sleeping the afternoon away. Sometimes, the president even hinted on the work of some of them as not doing enough to support government programmes. A critical question rises on whether the sleep does contribute to the dismal performance of government in certain sectors, as the people in charge of the implementation end up dosing as the president delivers his plan of action.
