As the public’s rage against the Priority Development Assistance Fund (PDAF) snowballed into a massive protest rally at Luneta Grandstand last Monday, neophyte senator Paolo Benigno “Bam” Aquino IV suggested a new mechanism that would empower taxpayers to exercise greater control over public funds—the People’s Fund bill.
