As the result of an overall review of visa application procedures, it is decided that all visa applications except cases indicated in 2 below must be made at the Embassy of Japan in the Philippines through the agencies accredited by the Embassy, effective 30 th July, 2007. From the date onward, the Embassy of Japan in the Philippines as well as the consular offices in Cebu and Davao, will no longer accept direct visa applications by applicants, except cases indicated in 2 below. (However, there may be cases where applicants will be requested to appear in person for an interview to the designated consulate or consular offices.) 1. Applications filed through accredited agencies Effective 30th of July, 2007, visa applications at the Embassy of Japan in the Philippines must be made through agencies accredited by the Embassy. All applications through these accredited agencies will be accepted at the Embassy of Japan in the Philippines. 2. Exceptions for application through accredited agencies Direct applications may be accepted at the Embassy of Japan in the Philippines, Consular Offices in Cebu and Davao for the following specific cases: (1) Diplomatic or Official visas (2) Visas for invitees by the Japanese government organization/ institution, independent administrative agencies of Japan (3) Visas for invitees of Japan local governments or national/municipal educational institutions of Japan to participate in educational/cultural exchange programs and youth exchange programs (4) Visas for scholarship awardees sponsored by the government of Japan (5) Visas for commercial purpose of employees of a joint venture company or a branch office of a Japanese enterprise listed in the Japanese Stocks Exchange or a member of the Japanese Chamber of Commerce and Industry in the Philippines (6) For cases requiring humanitarian consideration such as serious illness of relative in Japan (7) For cases wherein applicant has custody of biological child of Japanese national and the purpose is to raise that child in Japan by himself/ herself (This type of application may only be filed at the Embassy of Japan in Manila) (note) The existing registered agencies of the Embassy of Japan in the Philippines for entertainer visas and Nikkeijin applications will retain their accreditation. For Nikkeijin (Japanese descendants born before the end of World War II) who have a Certificate of Eligibility, the Embassy of Japan in the Philippines, Consular Offices in Cebu and Davao will continue to accept applications filed directly by these applicants. 3. Application Procedure ( 1 ) Applications filed through accredited agencies Applications will be accepted from 8:40 to 9:40 a.m. weekdays. After accepting the application, a receipt stating the verification date will be issued to the accredited agencies. If the examination of an application is not completed by the verification date, the additional required documents or reasons for the delay in processing will be noted in the receipt. If you wish to know the status of your application, please inquire with the accredited agency. ( 2 ) Applications not filed through accredited agencies For cases indicated in 2 (1) to (6) above, the application procedures are as follows. ○ Embassy of Japan in the Philippines Applications will be accepted from 8:40 a.m. to 11:00 a.m. weekdays. A receipt stating the verification date will be issued for accepted applications. (note: The verification date is not the date when your visa will be issued.) ○ Consular Offices in Cebu and Davao Applications are accepted weekdays from 8:40 a.m. to 12:30 p.m. After an application is accepted, applicant will be contacted by telephone, etc. on when to report at the consular offices. For the case of 2 (6), applicants are advised to directly consult the Consulate-General or nearest consular office. 4. Accredited Agencies Please refer to the attached list of accredited agencies. Among the 6 agencies, only 5 agencies (Category A) can accept all kinds of applications. Pan Pacific Travel Corporation (Category B) cannot accept applications with documents written in Japanese (koseki tohon / family registration, juminhyo / residence certificate, invitation letter written in Japanese, etc.) (note) A handling fee will be collected by the agents in accordance with the fees set by each agent. The Embassy does not meddle with the handling fees being charged by the accredited agencies.
