As you may know, I had spoken out against the creation of new administrative units (NAUs) in J&K. I was not convinced that expanding an already bloated bureaucratic setup would improve administrative efficiency and governance. Since then, many observers and citizens have pointed out that even if we were to accept the creation of these NAUs, there seemed to be serious issues with the process of allocation of these units. In this context, and as an example, I have brought to the attention of the government (through a letter to the committee headed by Mr. Khurshid Ganai) the case of Baramulla which only has one Tehsil. In comparison, Sangrama will now have two Tehsils and Rafiabad will have three! By what logic would Baramulla need only one Tehsil when it is a heavily populated area as well as a geographically dispersed area? If NAUs have been established for the convenience of people, then why not establish a Tehsil in Narwaw? Even the Kandi belt could have a Tehsil by that standard even though Wagoora can serve many Kandi areas. In my letter, I have only requested that the government review its decision and see if people of Narwaw (and Kandi) can have a Tehsil closer to their homes. Of course, all this is subject to the premise that the NAUs will actually help people. I hope so but I have my doubts.
