As you may know, the US Dept. of Ed (ED) has invited states with current ESEA Flexibility to apply for a renewal of up to 4 years. Renewal requests are due March 31, 2015. However, ED has invited a few states to take advantage of an “expedited” review process. These states are FL, KY, NC, NM, NY, TN, VA. If a state wants to take advantage of the expedited review process (they are not required to, only eligible to) their renewal request must be submitted by January 30, 2015. Recently ED released a Frequently Asked Questions document on the renewal process. They claimed in a 12/18 conference call with stakeholders that they have expanded the requirements for consultation from the initial requirements – adding language about “meaningful, high quality consultation” in an effort to ensure that stakeholder consultation is deep and wide. See Section C of the FAQ. Lack of stakeholder involvement was one of the concerns we expressed in our comments to VA’s initial ESEA Flex application back in 2012 (attached). I’m writing to get your thoughts on steps we could take to get involved in the VDOE application for ESEA Flex renewal. If VDOE plans to go for the expedited review offered by ED, then time is of the essence.
