At the High Level Conference on Water Cooperation I argued that we needed not only cooperation on water in its liquid form but also on its solid form (snow and ice). I then presented the concept of the Ice Circle to foster that international cooperation. I got more than I bargained for as the HL conference has now issued the following action item: "The World Bank, Vox Naturae, GWP, ICIMOD and UNU-INWEH — the partners behind the Ice Circle concept — proceed, in collaboration with the Government of Tajikistan and other interested parties, in securing necessary governmental and funding support with a view to launching the Ice Circle at a planned roundtable meeting in Iceland early 2014. Through its collaborative platform, multi-donor trust fund and representative role the Ice Circle will: Monitor and mitigate the loss of ice masses; build the capacity of affected communities to adapt; study and minimize the impact of short-lived climate pollutants on glaciers; ensure that concerns relating to the state and impact of changing snow and ice regimes are represented in international dialogue on water, development, climate change and related agendas. Interested parties in establishing the Ice Circle are encouraged to contact the partners behind the concept."
