At todays meeting of the Board of Public Works, I cast the lone vote against a 10-year, $78 million contract for dining services at Morgan State University. This contract was awarded to the incumbent vendor with no bid competition. At least one other vendor was arbitrarily disqualified from the process, and the terms of this deal were far less favorable to the university than those that are routinely negotiated at other schools. As a longtime friend and booster of Morgan State, I believe this particular procurement was heavily weighted in favor of the incumbent, and I have no confidence that the taxpayers best interests were served today. An object lesson in why we so urgently need procurement reform in the State of Maryland.
