Athenian democracy was a political system that developed in the city - state of ancient Athens ( which included the central city of Athens and the surrounding territory of Attica ) . Athens was the first known democracy and perhaps the most significant in antiquity . And other ancient cities had democracy but none of them was as strong and stable as that of Athens . It remains a unique and highly interesting experiment of direct democracy , where people elect representatives to decide in their name, but took themselves legislative decisions and executive content . Not participate , however , the entire population of the city , but all those who had political rights were set up regardless of economic issues and citizens participated in an unprecedented scale . Never until then so many people had not spent so much time aftokyvernomenoi .
