Atupele is unclear Atupele Muluzi fired a salvo of blanks when he declared UDF will implement “universal fertilizer subsidy”. He correctly stated what we all know: the Farm Input Subsidy Programme is corrupt, expensive and ineffective. Nothing new there. But his solution, which was earlier proposed by then MCP leader John Tembo, seems even less feasible. “Universal subsidy”, which he no further explained, is going to be many times more expensive then FISP, and just as prone to corruption. Atupele claims his party has clear ideas, but he keeps them secret from the electorate. He launched his “Agenda for Change” months ago, and we still have no idea what it entails as he keeps it secret! Now he promises to publish his manifesto (is that the “Agenda for Change” or something else?) in three weeks. But he has broken promises before. Let’s see if he comes up with anything substantial or that he stays with vague promises, that means nothing other than a desire to get into the State House like his father did before, creating the “lost decade”.
