August 29, 2014 Tou Mo Cha, 45, has been a subject of controversy before. When he was a St. Paul police officer, he was charged with lending out his department-issued pistol, which was then used in a pair of drive-by shootings that targeted the Hmong community. Tou Cha pleaded guilty to making terroristic threats in 2005 and resigned from the police department. Tou Chas wife, Mai Her, owns the business at 992 Arcade St. Its listed as Checker Bar in St. Paul licensing records; signs outside the establishment refer to it in different ways, including Checkerbar Food & Liquor and Eastside Checkerboard Pizza.
