A FLAGSHIP TOURISM ENTERPRISE ZONE (TEZ) The Tourism Infrastructure and Enterprise Zone Authority (TIEZA), formerly the Philippine Tourism Authority (PTA), an agency of the Philippine Government under the Department of Tourism (DOT), has identified San Vicente, Palawan, as a Flagship Tourism Enterprise Zone (TEZ). As a Flagship TEZ, San Vicente is envisioned to be one of the centers of tourism development in the country which will provide varied & integrated tourism and economic facilities & activities that will attract both domestic and foreign investment, generate employment, encourage private-public partnership and ultimately create a multiplier effect from such developments. 2. WITH PROPOSED FISCAL INCENTIVES The Tourism Infrastructure and Enterprise Zone Authority (TIEZA) have proposed Fiscal Incentives for identified Tourism Enterprise Zones (TEZs) in the country. Below is the proposed fiscal incentives quoted from the website of TIEZA, tieza.gov.ph Fiscal Incentives Income Tax Holiday (ITH). TEZ Operators shall be exempted from income taxes levied by the National Government on its registered activities for an initial period of six (6) years from start of business operations. Gross Income Taxation (GIT). In lieu of all national internal revenue taxes and local taxes, impost, assessments, fees and licenses, registered tourism enterprises shall pay a tax of five percent (5%) on its gross income from its registered activities. Real estate taxes and other fees that may be imposed by TIEZA are not included. Importations of Capital Investment and Equipment. TEZ operators shall be entitled to an exemption of one hundred percent (100%) of all taxes and customs duties on the importation of capital investment and equipment. Social Responsibility Incentive. TEZ Operators shall be entitled to a tax deduction equivalent to fifty percent (50%) of the cost of environmental protection or cultural heritage, preservation activities, sustainable livelihood programs and other activities as may be determined by the TIEZA Board. 3. TOURISM MASTER PLAN DEVELOPED BY PALAFOX The expertise of Palafox Associates, a globally recognized architectural and urban planning firm, was engaged by Tourism Infrastructure and Enterprise Zone Authority (TIEZA) to formulate the Conceptual Tourism Master Plan (CTMP) of San Vicente, Palawan. With the very robust tourism potential of San Vicente, four (4) tourism clusters were identified. Tourism Cluster 1 (the Long Beach area) is believed to have the highest tourism development potential and the highest chance for completion and success. Because of this, Palafox Associates was also asked by TIEZA to formulate an Integrated Tourism Master Plan (ITMP) for the Long Beach area. 4. A REGIONAL AIRPORT TO BOOST TOURISM INDUSTRY The Long Beach is only 10 – 15 minutes away from an airstrip which is now on the last phase of construction. Please see the status/progress of the construction below: a. Runway – COMPLETED. The runway was already used several times by chartered and small aircraft. b. Hill Obstruction Removal – COMPLETED. c. Passenger Terminal Building – ONGOING. Construction already started. d. Elevated Tank – Not started yet. The completion of the airport construction in San Vicente was delayed due to the needed additional funding. However, in answer to this, according to Mark Lapid in an article published in the Philippine Star last September 8, 2014, the government has committed P300 million for the improvement of the San Vicente Airport. The completion of the airport construction in San Vicente is much awaited by those investors who have already purchased properties for hotel & resort development, as well as those who venture in land banking. 5. LOCATED BETWEEN EL NIDO AND UNDERGROUND RIVER San Vicente Palawan is eyed to be a practical and convenient gateway to El Nido once the airport becomes operational. With many beautiful tourist attractions and exciting activities, being a practical & convenient entry point to El Nido also means that tourist will not allow missing the chance of experiencing San Vicente Palawan. As such, it is eyed to cater to a greater number of tourists than El Nido because it will also service tourist to the Underground River and its very own tourists. Practical Gateway While El Nido is serviced by smaller planes via a private airstrip, the airport in San Vicente is a public infrastructure designed to cater large commercial aircraft which can provide affordable air fares to passengers. Convenient Entry Point Land travel to El Nido from the City of Puerto Princesa, takes around 6 – 7 hours which can be significantly reduced to 2 – 3 hours if tourists will be coming from San Vicente. Currently, majority of the tourists of El Nido enter Palawan via the Puerto Princesa Airport. 6. HOME TO THE 14.7 – KILOMETER BEACH (LONGBEACH) San Vicente Palawan is home to country’s longest stretch of white sand beach – the Long Beach – spanning to approximately 14.7 kilometers from end to end. This will be a home to many small, medium and big hotels and resorts that will be developed following the setbacks, limitations and provisions of the Tourism Master Plan to ensure that the natural environment is conserved and protected while enjoying growth in the Tourism Industry. Imagine a Boracay which stretches not only to the 3 – kilometer beach that is has, but extending to 11 kilometers more? With its approximately 14.7 kilometer stretch of white sand beach, many believes that the tourism potential of San Vicente is tremendous high. 7. HOME TO THE FAMOUS PORT BARTON In recent years, Port Barton in San Vicente, Palawan, has become a popular choice for budget backpackers and other adventurous international travelers, who are looking for a remote, rural and relaxed beachside village with a friendly atmosphere and a stunning natural beauty.
