BOTSWANA NATIONAL ASSEMBLY: ORDER PAPER (THURSDAY 4TH DECEMBER, 2014) QUESTIONS 1. MR. D. L. KEORAPETSE, MP. (SELEBI PHIKWE WEST): To ask the Minister of Defence, Justice and Security to state the exact number of officers and men that share accommodation at the Botswana Defence Force Eastern Military Garrison in Selebi Phikwe. 2. MR. F. M. M. MOLAO, MP. (SHASHE WEST): To ask the Minister of Health to state the number of:- (i) nurses who had left service through the Early Exit Exercise who have applied to be re-absorbed back into service in the last five years; (ii) nurses that have been rehired to date; and (iii) expatriates and locals at (ii) above and what she makes of this situation. 3. MR. P. MAJAGA, MP. (NATA-GWETA): To ask the Minister of Agriculture if he is aware that due to lack of maintenance of the Dukwi–Maitengwe Gate cordon fence, cattle in the 3C area (a green zone) end up grazing in the 3B area (a red zone); if so:- (i) how and why did this happen given that it defeats Government efforts to curb the spread of the Foot and Mouth Disease; and (ii) when the situation will be rectified. 4. MR. N. S. L. M. SALAKAE, MP. (GHANZI NORTH): To ask the Minister of Lands and Housing when business plots were last allocated in the Ghanzi Township. 5. MR. A. S. KESUPILE, MP. (KANYE SOUTH): To ask the Minister for Presidential Affairs and Public Administration to state:- (i) how different associations of the disabled are funded to carry out their annual advocacy mission; (ii) the amount they received in the Financial Year 2014/2015; and (iii) the number and focus of the workshops conducted by the coordinating office in their favour in the Financial Year 2014/2015. 6. MR. K. MZWINILA, MP. (MMADINARE): To ask the Minister of Environment, Wildlife, and Tourism if he is aware that the elephant population around the Shashe and Motloutse rivers near the border with Zimbabwe increases annually; if so, what measures will be taken to successfully manage the elephant population to reduce confrontation with people and the damage caused to property. 7. MR. S. O. S. RANTUANA, MP. (RAMOTSWA): To ask the Minister of Local Government and Rural Development:- (i) how many Principal Education Secretaries possess requisite qualifications as per the approved Schemes of Service; and (ii) why these officers (if any) have still not been considered for promotion like their predecessors who were promoted through promotional boards in 2010 and 2012. 8. MR. D. L. KEORAPETSE, MP. (SELEBI PHIKWE WEST): To ask the Minister of Education and Skills Development if he is aware that three (3) members of the Faculty of Social Sciences, being the Dean, Deputy Dean and an Academic staff member at the University of Botswana have been suspended from their positions this year; if so, what is the progress regarding their suspension. 9. MR. K. MZWINILA, MP. (MMADINARE): To ask the Minister of Transport and Communications when a bridge will be constructed over the Molabe river on the road connecting Tobane and Tshokwe villages in the Mmadinare Constituency as during the rainy season, the road is closed because vehicles cannot cross the flowing Molabe river. 10. MR. A. S. KESUPILE, MP. (KANYE SOUTH): To ask the Minister for Presidential Affairs and Public Administration if he is aware that the Leader of Opposition in Parliament was not covered by the Government media, that is Radio Botswana and Botswana Television, on the occasion of his response to the State of Nation Address on the afternoon of 18th November, 2014; if so, to state the position of Government towards providing coverage to the Leader of Opposition for similar occasions. 11. MR. I. E. MOIPISI, MP. (KGALAGADI NORTH): To ask the Minister of Minerals, Energy and Water Resources when the water reticulation project from Ncojane wellfields in Ghanzi District to villages in the Kgalagadi North Constituency will resume in order to address acute water shortage. 12. MR. S. O. S. RANTUANA, MP. (RAMOTSWA): To ask the Minister of Education and Skills Development:- (i) when he intends to rectify the anomaly in the Education cadre structure to bridge the gap between D4 and D1 posts as the structure does not have a D3 or D2 post; and (ii) whether his Ministry was not aware of the possible frustrations that these officers were being subjected to despite their exceptional performance. 13. MR. D. L. KEORAPETSE, MP. (SELEBI PHIKWE WEST): To ask the Minister for Presidential Affairs and Public Administration when the motion adopted by the 10th Parliament on the Live Broadcast of Parliamentary Debates will be implemented. 14. MR. F. M. M. MOLAO, MP. (SHASHE WEST): To ask the Minister of Health:- (i) whether there has been any audit by the Botswana Health Professional Council on the qualifications of both expatriates and Batswana doctors currently working locally both in the private sector and Government; if so, what did the audit reveal and what action was taken to correct the situation; and (ii) why nurses are not allowed to open private clinics in Botswana in the same manner as doctors and whether she does not consider this discriminatory. 15. MR. F. M. M. MOLAO, MP. (SHASHE WEST): To ask the Minister of Labour and Home Affairs to state:- (i) the number of people employed by Dikgang Publishing Company at Mmegi, Guardian, The Midweek Sun and The Monitor newspapers; (ii) the number of expatriates in (i) above and their countries of origin; (iii) whether it is true that there has been some retrenchments at this company recently; if so, how many were affected and of those retrenched, how many are locals and how many are expatriates; and (iv) whether the Employment Act was followed during retrenchments; if not, what he will do to correct the situation. QUESTION WITHOUT NOTICE 16. MR. A. S. KESUPILE, MP. (KANYE SOUTH): To ask the Minister of Education and Skills Development to make a statement on the trouble besieging the Botswana International University of Science and Technology (BIUST).
