BREAKING NEWS BREAKING NEWS GOVERNOR,S SANCTION SOUGHT FOR PROSECUTION OF H.B.C.C MEMBERS FOR FRAUD AND FORGERY COMPLAINT TO I.G.P. CHANDIGARH ALSO PAWAN KUMAR BANSAL NEW-DELHI Bhiwani based advocate, Ganesh Kumar Sharma has sought permission from Haryana Governor, Jagannath Pahadia, for launching criminal proceedings against Telu Ram Jangra,Som Dutt and Jaisingh Bishnoi members of Haryana Backward castes Commission under prevention of corruption act, breach of trust,cheating and fraud for fabricating data to give benefit of reservations to a particular caste in Haryana. In representation submitted to office of Governor, Haryana on sixth March, Sharma has alleged that the above public servants while discharging their duties have intentionally committed fraud and breach of trust in collision with other persons while preparing the report of cast wise representation of offices in Haryana Govt. service and other socio economic conditions.He has further alleged that report by these public servants about reservation and actions of Govt have been initiated on false and forged data fabricated by above said persons and others. The report was prepared in office of Commission without going into field and doing any exercise adding that huge amount of public money was misappropriated Ignoring the report of Chandigarh based report of Center for Research and Rural Development,. Job of conducting survey to identify the social economic conditions was assigned to Maharishi Dayananad University,Rohtak under a planned conspiracy . In so called report false and fabricated data about number of Haryana cadre Jat offices in I.A.S,I.P.S and I.F.S as well as in other services including food and supplies controllers and Haryana police services cadre was shown so that Jats could be included in list of backward classes.Besides data of promotion was not shown on flimsy ground that it was not available.Fabrication of false data without verifying from concerned authorities amounts to cheating and fraud with public and Govt. The above public servants enjoys no privilege and immunity and lawful right to commit forgery, misappropriation ,breach of trust, cheating and fraud while discharging their lawful duties,hence are liable to be punished as per law laid down under the Constitution of India , hence permission should be granted for prosecution of above public servants and others under prevention of corruption act and provisions of Cr,P.C. Sharma has also complained to I.G.P,Chandigarh for registration of case on similar grounds against above persons and Khajan Singh, Sangwan, retired Professor of Maharishi Dayanand university ,Rohtak who had prepared report about socio economic and educational conditions of Jats on behalf on the Commission and on whose report the Commission has included Jats and some other castes in list of backward classes..Sharma has lodged complaint for cheating,, forgery, fabrication of accounts, false records. He has alleged that in order to provide benefits of reservation to a particular caste a conspiracy was planned by the accused in collaboration with others.Job of conducting survey was assigned to Maharishi Dayanand University, Rohtak, which assigned the job to Khajan Singh Sangwan, retired Prof. of the University.Report was made without conducting any survey in collaboration with the authorities of M.D U,Rohtak and others.False record and report was got approved by the accused from the Commission and Haryana Govt. and other vetting agencies who have also been involved in all fraud and had cheated people of Haryana.Fraud was fabricated by Sangwan to grab money and other gains from Haryana govt. and politicians who are also involved in crime.Ignoring the data of Chandigarh based.C.R.R.I.D , false data about status of officers of Jat community was given in the report. When contacted Khajan Singh Sangwan said that he had honestly prepared the report. Elaborating the methodology ,he said that at district level persons and organisations were engaged,they were given training and given questionnaire and report was prepared by analyzing the data scientifically.Sangwan denied that he had taken any wrongful benefit either from Haryana Govt. or any other politician. Jat reservation issue is a strong political weapon in armoury of Haryana chief minster, Bhupinder Hooda who proudly declared in public meetings that not only he had given reservation to them in Haryana but had also ensured in Centre also. It is interesting to mention here that despite the adverse report of National Commons of Backward,castes, constitutional body constituted on directions of Supreme Court,, Union Cabinet has included Jats in central list of backward castes. Jats of Haryana are honouring Hooda in Delhi and at various places of Haryana.Hooda forgetting his constitution duties had led a delegation of Jat leaders to Union home minister for pleading their case and had declared that he was Jat first and chief minister next.By consolidating Jats Hooda wants to become messaish of Jats.
