Banking in Colombia requires much patience ! I am tearing my hair out having spent an hour waiting to be served in Bancolombia - I finally gave up and left. And all because their ATM machines decided that I needed to change my card for one with a chip. Congratulations to Citibank who have the intelligence to send you your new card, just asking you to phone their Citiphone service to get it activated.
