Because of the Google Penguin 2 Release many webmasters get link removal requests because of pure panic caused by the lowered ranks but the answer is not getting all your outgoing an incoming links removed. If an outgoing link is unnatural (not logic or theme related) then remove it. If an outgoing link is theme related but the ranking of that particular site went down, remove it If an outgoing link is theme related, so does serve your audience as well as his and that linked website does still score good in the ranks, so presents still an authority, then keep the link, it is a value for your web site. I think that webmasters should first clean up their own OUTGOING links and before sending out removal requests for your incoming, go to webmaster tools and filter the bad incoming links there as that is the best option! If incoming links can cause you harm, i could actualy take down a competitor !!! The only way to stop this is giving Google the information in webmaster tools which links it should evaluate and which one not.
