Before PPS cuts more teachers at the June 17 budget vote, please contact the School Board and request that 100% of cuts be taken from outside contracts and non-instructional positions not adding to educational outcomes. With 2 new School Board members (Steve Buel and Tom Koehler), there is an opportunity to amend the budget to protect classrooms. Restore Education Before Buildings has obtained documents showing that PPS is spending @$12M on outside contracts, including special interest groups affiliated with the School Board, which creates a potential conflict of interest (ORS 244.040 – use of official position or office for financial gain). restoreeducationbeforebuildings/alternative-education-contracts/ Meanwhile, PPS is chronically out of compliance with most educational standards including: instructional hours (OAR 581-022-1620), English Language Learners (appalling 39% graduation rate), Special Ed (appalling 32% graduation rate), Talented and Gifted, and American Disabilities Act. Director Matt Morton approves outside contracts to NAYA, where he is employed as Executive Director. Director Greg Belisle approves outside contracts to Impact NW, where he is employed as Community Schools Program Manager. Past Director Martin Gonzalez approved outside contracts to the Latino Network, where he was founder and past president. Superintendent Carole Smith sends millions to Open Meadows alternative program for at-risk youth (where she served as Executive Director). While these may be worthy organizations, PPS is unethically prioritizing outside contracts and creating new non-instructional positions as it cuts teachers, curriculum, and legally mandated educational services.
