Being an Address of Welcome Delivered by Head of the Civil Service of Nasarawa State, Dr. Dominic Bako Adagadzu on the Occasion of the Commissioning of the 500 Housing Units for Civil Servants in Nasarawa State, Lafia: Thursday, 1st May, 2014. Protocol On behalf of the Office of the Head of the Civil Service and, indeed, all the civil servants in Nasarawa State, I am honoured and privileged to welcome His Excellency, Umaru Tanko Al-makura, Governor of Nasarawa State to this occasion of the Commissioning of the 500 Housing Units for civil servants executed under the National Housing Policy. Similarly, I welcome the Chairman and Management of the Federal Mortgage Bank and representatives of Messrs Chipa Nigeria Limited to this historic event. 2. Your Excellency, you would recall that concerned by the plights of Civil Servants in the State and the need to provide descent, comfortable and affordable accommodation for them, Government entered into a Memorandum of Understanding (MOU) with Messrs Chipa Nigeria Limited under the Public-Private Partnership for the construction of 500 Housing Units for Civil Servants in the State. 3. Your Excellency, ladies and gentlemen, I need to point out that the delay in the commissioning of this important project was occasioned by the vandalization of some critical installations. It is worthy of note that the inventory of the items has been taken and joint effort is being made with the developer to put them in place for the convenience of the occupants. 4. Being the first of its kind in the State, the scheme is designed to enable civil servants who are contributors to the National Housing Fund own their houses at a predetermined percentage of their salaries which would be deducted from source over a period of time. This gesture is to save our public servants from the exploitative tendencies of landlords who charge exorbitant rents. 5. Your Excellency, the 500 Housing Units consist of 200 sets of three-bedroom bungalows and 300 sets of two-bedroom semi-detached bungalows. The three-bedroom bungalows will be allocated to civil servants at the cost of Four Million Naira (N4,000,000.0) each, while the two-bedroom semi-detached bungalows will be given at the cost of Two Million, Nine Hundred Thousand Naira (N2,900,000.00) each. I need to explain that all those who desire to own the houses must fulfill the following conditions in order to become beneficiaries. These are: i. Qualification to participate in the National Housing Fund Programme; ii. Completion of Application forms; iii. Down payment of 10% deposit of the total cost. iv. Repayments/deductions would be made from the salaries of the beneficiaries at source; v. Final allocation letters shall be given by the Primary Mortgage Institution with the approval of loan from the Federal Mortgage Bank of Nigeria; vi. At the liquidation of the loan, the Federal Mortgage Bank would issue a Certificate of Occupancy (C of O) to the beneficiaries; and vii. Execution of an agreement between the beneficiaries and the Federal Mortgage Bank. 6. I, on behalf of the civil servants in the State, wish to express our sincere appreciation to His Excellency for graciously approving the payment of the 10% of the total cost of the houses as deposit to facilitate the immediate occupation of the houses by the beneficiaries of this policy. This gesture of His Excellency is in realization of the fact that many of the applicants could not afford the payment of the deposit upfront, considering their financial constraints. 7. In the same vein, Government has also concluded plans to construct a befitting primary school, a clinic, a market, a staff club, as well as provide sporting facilities within the housing estate. This is with a view to creating a modern residential facility for the benefit of the civil servants in the State. I am to, however, urge all beneficiaries of these houses to desist from erecting illegal structures that will distort the initial master plan of the project. 8. I wish to use this opportunity to, once again, call on all civil servants to continue to reciprocate Government gesture through renewed commitment, dedication, discipline and loyalty to the Administration of His Excellency, Umaru Tanko Al-makura towards the realization of his set objectives of improving the socio-economic conditions of the people. 9. Finally, I wish to, once again, thank His Excellency for successfully bringing this project to fruition. This, no doubt, will go a long way in alleviating the suffering of the civil servants occasioned by lack of affordable accommodation. 10. Thank you.
