During those few years, three hideous individuals, John Linley Frazier, Big Ed Kemper, and Herbert Mullin, committed at least 23 separate murders in Santa Cruz County. Due to the Death Penalty moratorium of that era, Big Ed is still alive and is known to be a Model Prisoner. Sometimes, the truth really is stranger than fiction.
