If you do not, you must have read this data released by the National Economic Development Authority recently. One out of ten poor people in the country comes from the Bicol Region according to the latest report by NEDA - 5 to the Regional Development Council Bicol. Bicol Region ranked number one on the percentage share of the poor population from among the 17 regions of the country. From the country’s 23,745,895 poor population, Bicol Region got a share of 2,276,848 or 9.8% topping the list of the poorest region in terms of population share. Following Bicol are regions VI and VII with 8.8% share of poor population, Region XII,(8.0%) is on the third, followed by Region VIII 7.9%; ARMM 7.8%;Region X 7.4; Region IV-A 6.0%; Regions IX and XI 5.9%;Region III 5.8%;CARAGA 4.2%;Regions I and IV-B 3.7%Region 2,3.0%;NCR,1.9% and CAR,1.6% has the lowest in share to the poor population of the country. Two from the six provinces of Bicol are among the top ten provinces with the highest share in the poor population, Camarines Sur ,3.3% ranked number three next to Cebu and Negros Occidental, while Albay is number 10. Cebu has the highest share of 4.2% and Negros Occidental is following closely with 4.0%;no.3; Camarines Sur 3.3%;4th; Leyte and North Cotabato,3.0%,5th; Lanao del Sur,2.9%,6th; Bukidnon,2.8,7th; Negros Oriental,2.7%,8th; Zamboanga del Sur and Pangasinan,2.5%,9th, Davao del Sur, Iloilo and Maguindanao,2.4%,10th, Zamboanga del Norte and Albay,2.2%. Masbate landed on the 11th place with 1.9% share in the poor population nationwide. The Bicol Region has a total of 2,276,848 poor residents in which 771,984 of these come from Camarines Sur while Albay has 511,636 bigger than the poor population of Metro Manila of 460,831 or only 1.9%. As of this posting, nothing was heard from Albay Governor Joey Salceda who also chairs the Regional Development Council. Insurgency problem, high power rates, lack of industries are among the factors attributed to high poverty rate of the region.
