Big blow to Reservation policy : Caste system was not birth based.. It was based on education and competence. Finally I have found an authoritative book that says castes in ancient India were not birth-based, everybody was born a Shudra, after which he climbed the social strata as per his education and competence. Kautilya: The True Founder of Economics is the book. The citations of casteism predate Chanakya, though. Pages 269-271 of the book deal with Apastamba, Gautama, Baudhayana and Vasishtha. Kautilya believed in meritocracy. Besides the chapter, Penance, Penalty and Prevention of Torts, this finds mention in his prescription of salary structures in the chapter, Labour Policy, Moral and Material Incentives, Effort. Its a book by Prof Balbir Singh Sihag, MA - Economics (Punjab University), PhD - Economics (MIT). For the last 22 years he has been a professor and now he is Emeritus of Economics at the University of Massachusetts.
