Bike Thief Arrest This morning at approximately 6:45 a.m., officers arrested a man for stealing the PDs remotely monitored bicycle. Jose Arroyo, of Imperial Beach, was taken into custody near Ocean Blvd. and R.H. Dana Place. He was also in possession of medium size bolt cutters at the time of the arrest. Arroyo is being charged with grand theft, possession of burglary tools, possession of stolen property and an outstanding misdemeanor warrant. Arrest: Jose Arroyo, D.O.B. 08-27-1979, Imperial Beach
