Binner school protests, DC Bla directs CEO to look into matter Javid Ahmad Baramulla, July 08: In violation of norms various schools in north Kashmir’s Baramulla district have barred students showing poor performance from appearing in 10th annual examinations. The School Education Department had recently called for eligibilities are other required submissions related to 10th standard annual examinations from government schools. The schools are conducting ‘Golden Test’ (pre-annual examination) and allow selected students to appear in annual examination to secure satisfactory percentage and avoid any disciplinary action if school gets poor result and below 33 cent in the final examination. The schools have no such authority to bar any student from appearing in annual examination, although a regular test can be held to check the students’ performance. Parents and students of Government High School Heewan, Baramulla complained that authorities are barring 40 students from appearing in annual 10th standard examinations due in October-November. “There are 60 students enrolled in 10th class in Heewan High School and only 20 students are allowed to appear in Board examination by authorities who had categorized other students as poor performers early in the month of March,” said a Village Education Committee Member, Farooq Ahmad. He alleged that school authorities were deliberately failing students in golden test which otherwise is not mandatory as per norms for a student to get a chance to sit in final exam. The issue was further exposed when students of Government High School Binner, Baramulla staged protests outside the Deputy Commissioner and Chief Education Officer’s office here against the concerned school authorities for not allowing them to appear in annual examinations. “We are 59 students of 10th standard in our school. After the golden test the school administration allowed only six students to sit in final examinations as regular candidates,” said Aamir Hamid a student. The protesting students later met Deputy Commissioner, Baramulla, Farooq Ahmad Lone who directed Chief Education Officer, Baramulla, Abdul Rouf to look into the matter and submit the factual report within three days. Subsequently CEO wrote to concerned Headmaster of Binner High School to look into the matter.
