But amending the Constitution, only guarantees a temporary patch for the problem with the political system; and it does not solve the problem of an unproductive population. So eventually the unproductive people have to be depopulated somehow, because if it is not they will cause a drain on the economic system, which includes the political system that keeps arriving at that obstacle. Either way, eventually the smart people realize that a new constitution needs to drafted.
