By Direction Of: Martin Raniowski, MA PA Department of Health, Deputy Secretary for Health Planning and Assessment Effective July 15, 2013, Mr. Richard Gibbons will serve as the Director for the Bureau of Emergency Medical Services. Mr. Gibbons comes to the Department from a position as the Executive Director for the Susquehanna Emergency Health Services Council, but he has been working in emergency services for more than 30 years as a volunteer fire fighter, rescue technician, EMT and line-officer for a volunteer fire department. In the mid-1980s he was hired to develop an advanced-life support plan that enabled Venango County to begin using paramedics. He was the area’s Operations Director and EMS Training Administrator for over 12 years, where he taught EMT, First Responder, Specialty Rescue and other related programs. Mr. Gibbons later served as Executive Director for EMMCO-West, the seven-county regional council in northwestern Pennsylvania and President/CEO of EmergyCare, Inc., a large ground and air medical service based in Erie that provided service to portions of three states.
