The Community Services Specialist will oversee facility operations at Heritage Park Community Center including maintaining the building usage calendars, coordinating support services for facility users, scheduling staff, and assuring a safe, clean, and well maintained buildings and recreation areas. Heritage Park is approximately 36.5 acres in size and contains multi-use facilities, picnic areas, community pools, and multiple sports fields. The ideal candidate for this position will possess superior customer service skills. The ideal candidate will also have sound judgment and decision making abilities and demonstrate the capacity to lead a large and detail focused work team. The work typically is performed under general direction of a Community Services Program Coordinator or Community Services Supervisor. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Plans, organizes, supervises and implements a core community service program within a specific section. • May plan, staff, supervise, coordinate and implement a site child care program requiring developing an activity-based curriculum of age appropriate social, educational and recreational activities; organizes transportation services; coordinates excursions, off-site activities, and special events. Serves as on-site supervisor to ensure safety, well-being, and accountability for school age children. • May coordinate and supervise operation of a multi-use City facility including scheduling City programs, contract classes, and facility rental for meetings, private events, weddings, and large group picnics. May develop and maintain complex scheduling and permitting activities, including ensuring compliance for insurance and liability coverage. • Coordinates tours; identifies event set-up and equipment needs, coordinates customer special requests, determines staffing requirements, and prepares reports on condition of facility, billing and participation • Serves as liaison to facility rental patrons to provide facility information, explain and implement facility rules. • Responds to and resolves inquires and concerns from participants, parents, facility patrons and general public. • Identifies maintenance and safety problems. Submits maintenance orders, coordinates repair work; and performs minor maintenance tasks. • Participates in program budget preparation, prepares cost estimates for budget recommendations, submits justifications for assigned programs, monitors and controls expenditures. • Enforces City policies, procedures, and applicable state licensing regulations to assure for the safety and welfare of participates. Responds to emergencies and provides appropriate First Aid or other assistance. • Plans, prioritizes, assigns, supervises and reviews work of part-time staff. Participates in selection, performs performance reviews. Provides technical assistance and in-service training to staff within assigned program. • Performs a variety of general administrative duties such as compiling program statistics, and preparing simple reports, records, memoranda, and correspondence; collects and accounts for fees. Utilizes computer applications relative to work assignment including Facility/Class Reservation System (Class Reg), purchasing, word processing, data bases, and budget programs. Additional Tasks and Responsibilities While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. • Orders and maintains supplies and equipment. MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Two years of college or university level work (coursework in Recreation, Social Ecology, Education or a related field preferred) and two years experience as a Community Services Leader or within a specialized program area, preferably with the City of Irvine, or any combination of education and experience that provides equivalent knowledge, skills and abilities. Must possess a valid California driver’s license and evidence of a good record. May require the successful completion of a Class B physical and driving exam. Requires certification in First Aid/CPR/AED within three months of employment. May require evidence of a negative tuberculin test taken within the past two years. For Licensed child Care positions, individuals must meet State Licensing requirements. The strongly preferred candidate will possess a Bachelors degree in recreation, child development, psychology, public administration, liberal arts or science, or related field and a minimum of two years experience in a lead role implementing recreation or educational programs and services, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Possess, or ability to obtain a valid California drivers license. Required to obtain a First Aid/CPR certification within three months of employment. THE DEPARTMENT Community Services The Community Services Department has developed over the Citys history into an award winning mixture of programs and services. The Department employs 114 full-time and 500 part-time personnel and operates under a $28 million budget. Community Service programs/functions include Senior Services, Child, Youth, and Family Services, Animal Care, Recreation and Park Services, Disability Services, Athletics, Aquatics, Fine Arts Center, Facility Reservations and Contract Classes, Facility Maintenance Services, Public Facility Construction and Rehabilitation, Development and Park Planning, Open Space, Community Relations, Volunteer Coordination, Public Information and Special Events, and Transportation Services (TRIPS). The Department oversees development and maintenance of over 700,000 square feet of high quality public facilities, creation of community and neighborhood park systems, and operation of existing parks and facilities, which includes: athletic fields and two aquatic centers; eighteen community parks; two senior centers; seven community centers; a Fine Arts Center; thirty-two neighborhood parks; an adventure playground; a nature center; an animal care center; and a skate park.
