Performs code compliance and regulatory business license investigations, including: receiving and logging complaints; researching street files to locate properties/businesses; ensuring code and ordinance compliance; identifying and investigating violations; determining conditions which pose a threat to public safety; meeting with property owners, business owners and constituents to discuss code violations; taking photographs of violations; recommending correction(s) needed for compliance; developing and sending follow-up letters to property/business owners; returning to properties/businesses to assure violations have been remedied; conducting nighttime compliance investigations with staff and law enforcement personnel; maintaining and submitting all records; issuing violation letters, summons and citations; and forwarding case information to legal staff. Processes regulatory business licenses, including: overseeing regulatory business license renewal processing; redesigning and maintaining forms to reflect changes in laws, ordinances, etc.; printing and distributing renewal and delinquent notices; interviewing applicants, verifying information and reviewing forms; calculating and collecting fees, penalties and interest and issuing receipts; and preparing licenses; coordinating regulatory business licenses suspension, probation or revocation process as necessary. Appears in court/hearings and testifies to assist in prosecuting violators. Completes related paperwork and required reports. Determines property status and legal ownership. Assists in monitoring special events related to assigned area. Attends and makes presentations at neighborhood and other organization meetings. IMPORTANT JOB FUNCTIONS: Provides technical advice and assistance in municipal code compliance. Advises business owners regarding procedures for filing forms and appeals; receives, processes and routes related documents and applications. Uses manual and computerized systems to enter, retrieve, update and maintain code compliance data. Maintains and upgrades knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications. Initiates abatement proceedings and coordinates billing for costs. Checks building plans and construction specifications for compliance for City codes. Provides municipal code information to business and property owners, contractors, engineers, developers and the general public. Participates in division discussions and provides recommendations on strategy development, case management and conflict resolution issues. Prepares and/or reviews complex, routine and non-routine reports and analysis utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; relays and interprets administrative decisions, policies and instructions. Serves as a liaison and/or member of various committees/commissions and collaborates, persuades, presents reports to and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations. Assists businesses, business-owners, and citizens with the development, implementation, and administration of code compliance programs. Interacts with a variety of high level individuals, both internally and within the community to provide information, disseminate departmental information and assist in resolving administrative issues. Follows up on inquiries from various agencies, groups etc., regarding department programs and services. Disseminates a variety of information to various agencies, divisions, or departments via telephone, mail or FAX. Performs other related duties as assigned. MATERIAL AND EQUIPMENT USED: General Office Equipment Vehicle Computer Cellular Phone Technical equipment as required MINIMUM QUALIFICATIONS REQUIRED Education and Experience: High school diploma or GED; and, One to two years of progressively responsible related experience; or, Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Licenses and Certifications: Penal Code 832 (Must obtain within 6 months of hire.) Valid California Driver’s License Code Enforcement Officer Certification (desirable) KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: applicable state, federal and local ordinances, codes, laws, rules and regulations and legislative issues, principles, practices and techniques of governmental code enforcement and compliance, general principles and practices of business license regulations, government and legislative due process, basic law enforcement requirements, policies and procedures, principles and practices of effective customer service, internal departmental policies and procedures, city government organization and operations, building construction and basic structural principles, external governmental bodies and agencies related to area of assignment and negotiating with various parties to reach consensus. Skill in: using tact, discretion, initiative and independent judgment within established guidelines, reading and interpreting building and zoning codes, reading and understanding complex legal and technical writing, observing and analyzing code violations, researching, compiling, and summarizing a variety of informational and statistical data and materials, preparing clear and concise reports, correspondence, and other written materials, applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols, developing and delivering presentations, communicating orally with internal staff, public, and other departmental staff in order to give and receive information in a courteous manner, using a computer and appropriate computer applications to perform the essential and important functions of the job and operating and routine maintenance of general office machines such as copiers, facsimile machines, and telephone systems. Ability to: communicate in English both orally and in writing at the appropriate level, learn and follow City and departmental policies and procedures, perform mathematical calculations at the appropriate level, read and interpret documents such as operation and maintenance instructions, procedure manuals, and so forth, establish and maintain effective working relationships with others, analyze and resolve problems involving several variables and to learn geography of the City. While performing the essential functions of this job, the incumbent is regularly required to sit; use hands to finger, handle, or feel objects; reach with hands and arms; ascend or descend ladders, scaffolding and/or stairs using feet and legs or hands and arms; bend body downward and forward by bending legs and spine; speak and hear; crawl into confined areas; use color, sound, texture, odor and shape perception and discrimination; and push, pull and/or lift up to 50 pounds occasionally.
