CM chairs meeting on Peshawar Rapid Mass Transit System Handout No.1 Peshawar 24th September 2014 A high level meeting of the Board of Investment & Trade (BoI&T) was held that was chaired by KP Chief Minister Pervez Khattak at CM Secretariat Peshawar. The meeting after threadbare discussion, approved construction of 26km carpet highway alongside existing railway track and plying modern metro bus service on it under Peshawar Mass Transit System Corridor One from NasirPur GT Road to Hayatabad Karkhano market. This project that will meet east west longest ends of the city will be completed under Public Private Partnership (PPP) with estimated cost of Rs.14 billion under the supervision of Mohsin Aziz, industrialist and Vice Chairman (BoI&T) wherein three local companies has already shown interest of investment in this mega project. However it was ultimately decided that it would be advertised after preparation of PC-1 and formal approval of that board so that besides transparency and spirit of competition, maximum & large scale investment could be ensured in it. Provincial Minister for Mines & Mineral and Focal Person for Mega Projects ZiaUllah Afridi, Vice Chairman BoI&T Mohsin Aziz, industrialist Ghulam Sarwar Mohamand, Additional Chief Secretary Khalid Pervez, SMBR Waqar Ayub, CM’s Principal Secretary Mohammad Ishfaq Khan, Secretaries of Finance, P&D, Housing, Transport, LG and other concerned departments attended the meeting. The meeting took stock of various aspects of this crucial corridor of PRMTS and necessary decisions were taken. It was noted during comparative survey presentation of the consultant between introducing mono-train and metro bus service that the rapid train service will cost Rs.25 billion against Rapid Metro Bus of Rs.14 billion. Similarly single route fare of the train will reach to Rs.185 against the bus of Rs.29 only. Hence the Chief Minister with consensus decision of the Board, approved the Rapid Bus Service and asked C&W and P&D departments to jointly prepare PC-1 of the project. He also directed the Secretary Transport to replace the old vegan and mini bus services with latest bus service on Chamkani to Karkhano route soon after completion of expansion of 4 lanes on each side of GT and Jamrud roads. About the Rapid Bus Service, it was decided that the 1st Phase from Peshawar Cantt to Karkhano market will be completed in six months while the rest till Nasirpur in nine months due to traffic congestion down town the city. It was also agreed that bus service will be launched soon after completion of the 1st phase to reduce traffic burden inside the city especially in the Cantt and Jamrud areas. However Chief Minister directed for completing both the phases within deadline of one year after start of work. This important corridor of Rapid Metro Bus Service will have well furnished bus stops at 13 places while the journey on its east west ends could be covered in less than one hour with ease and comfort. Similarly 81 air conditioned buses would be plied on it through private company with nominal fare. All the buses will reach its destination with full speed without any hurdle that will also reduce traffic congestions on other roads of the city. The meeting also decided to allow ambulance and fire brigade vehicles on this corridor that will travel with same speed and will exit from particular places. The carpet road of this system on completion will also give an aesthetic look that would convert many dirty places on both sides on the road into beautiful surroundings and spots. Chief Minister made clear that this project must be launched and completed under comprehensive and visionary planning so that it could prove successful and durable in all respects and besides facilitating the local people and resolving transporting problems of the city, it could considerably add to beauty of the city. He said that this project must be exemplary with financial and time saving aspects and its completion must be ensured in shortest possible time. He directed for accelerating work on other corridors of PRMTS as well. Pervez Khattak further made clear that PTI-led coalition govt wanted to not only restore glory of this historical city and make it neat and clean city of flowers, gardens and parks once again but also make it center of attraction for international tourists due to its best traffic engineering system, knowledge centers and other basic civic facilities.
