COMESA agreement Egypt signed the accession to the Common Market for Eastern and Southern Africa " COMESA " on the 06/29/1998 , was initiated in the application of customs exemptions on imports from member states as of 02.17.1999 on the basis of the principle of reciprocity , then Egypt signed the Convention on the establishment of a free trade zone with eight member states on 31/10/2000 . The number of member states of COMESA 19 countries are: (Egypt - Libya - Sudan - Kenya - Ethiopia - Djibouti - Uganda - DRC - Zambia - Eritrea - Malawi - Rwanda - Zimbabwe - Swaziland - Mauritius - Seychelles - Burundi - Comoros - Madagascar ). One of the main advantages of this Agreement customs exemption and freedom from quantitative restrictions exchanged items . The position of the implementation by Member States for the removal of customs duties on imports from other Member States : • joined the eleven Member States in COMESA to the Arab Free Trade Area , and under this accession is committed to both (Egypt - Kenya - Malawi - Mauritius - Sudan - Zambia - Djibouti - Madagascar - Rwanda - Zimbabwe - Burundi ) to grant duty- full intraregional trade . The Convention provides added value of not less than 35% as a condition for the enjoyment of the exemption , but that Egypt apply 45% of the local component of the condition of reciprocity . Some Sudanese goods excluded from the customs exemption based on a bilateral agreement with Egypt. • Apply Uganda , Eritrea , Comoros 80 % exemption for the time being . • Ethiopia applied tariff reductions by 10%. • the rest of the Member States did not reconcile their positions after the application of tariff reduction . The most important items of Egyptian exports to COMESA countries are successfully food industries , construction and building materials , iron and steel , cement, and chemical and pharmaceutical products and engineering industries and air conditioning and refrigeration .
