CONGO-KINSHASA: Kabila for ever The President wants the constitution changed to allow him to stay in power after 2016 but opposition is mounting Faced with fierce opposition to amending the constitution so that he can run for a third term, President Joseph Kabila is pushing for a new one. He has assigned the task of drafting a constitution for a Fourth Republic to the former Speaker of the National Assembly, Évariste Boshab, and to Christophe Lutundula, who led the enquiry into economic exploitation in two earlier wars, in 1996-97 and 1998-2003 (AC Vol 45 No 21, Post-war clean-up). All the signs are that Kabila intends to impose this new constitution (AC Vol 55 No 13, Kabila defiant on third term). He is reorganising the army and placing loyalists in key positions.
