CONSIDER EVACUATING SOME TYPHOON VICTIMS TO WHERE RELIEF GOODS AND SERVICES ARE---TO ALLEVIATE LOGISTICAL PROBLEMS IN SAMAR AND LEYTE As a form of brainstorming, the President and his cabinet secretaries should explore the possibility of minimizing the overwhelming problem of repetitively providing adequate supply of food, medicine, water, sanitation facilities, and other needs to countless typhoon victims in Samar and Leyte —through the following possible scheme: Set up temporary EVACUATION CENTERS (or tent cities) in urban areas where adequate supply of the needed food and other needs are readily available, like Cebu for Leyte victims and Sorsogon or Albay for Samar victims. Supplying the material needs of typhoon victims in their original places is a logistical nightmare owing to the enormity of the needed volume of supplies and the sea to be crossed in delivering the same. The deliveries have to be repetitive because the supplies are consumable and have to be replenished on a timely and sufficient basis. The present situation may last for months, hence there should be a satisfactory solution to the supply problem. If a significant number of typhoon victims would be temporarily evacuated to Cebu, for example, there would be ONE-TIME TRANSPORTING of the VICTIMS by sea and air to Cebu, after which the REPETITIVE REPLENISHMENT of SUPPLIES to them can be readily done right in Cebu . International and local aids and relief goods can also be landed right in Cebu for prompt delivery to the typhoon victims. In the case of evacuation center in Bicol, relief goods coming from Metro Manila (including local and international aids) can reach them by delivery trucks, without the need to queue for ferry service from Sorsogon to Samar —which ferry service is disrupted every time there is inclement weather and the sea is rough. There should be proper census of typhoon victims in the evacuation centers, which will be managed and maintained by DSWD and other government offices concerned. Security will be maintained by PNP. On a voluntary basis--especially for women, mothers and children—have some typhoon victims taken to the evacuation centers in Cebu and Bicol where their needs can be better provided. Able-bodied men among typhoon victims may remain in Samar and Leyte , where they can be hired by the government on a project basis to give them means of livelihood in their hour of great need. They can be used in cleaning the mess wrought by Yolanda, including infrastructure rehabilitation. For your consideration.anyone?
