CONVERSION OF YOUR SMALL TOWN TO YOUR DREAM SMART TOWN --- A DRAFT or UN-OFFICIAL FRAMEWORK TO THINK / FOR DISCUSSION IN NON-EXPERT WAY ::::: ======================================================== Now-a-days, a term is rapidly floating across media & people’s mind – SMART CITY. But what SMART CITY is actually ?! It is a process of highly synchronized cohesive problem solving approach of a township/ municipality using ICT as an integral tool to manage synchronized mobility among different segments of township lives. The objective of the smart cities is to bring total synchronized mobility supported by integrated transport system that is setting up of centralized transport mechanism eliminating unionism of different transport system with the help of computerization. Smart cities also provide an computer based mechanism for smooth cross sectional activities without delay in implementation. It provides an computer based mechanism for analyzing the day to day function & generates way for further development. It basically addresses the day to day problems of a township based upon computerized applications. But to become a SMART CITY, each segment of the township must be fully educated by the their representatives about the uses of computerized network. Before that each government department must go online eliminating loads of papers. Government must set up a mechanism for free flowing of data among departments so that there is no more time lapse in executing a job. ACTUALLY SMART CITIES ARE CITIES THAT SOLVE THEIR DAY TO DAY PROBLEM BASED UPON HIGHLY SYNCHRONIZED USE OF computer networks. NOW SMART TOWN is basically an urban development process characterized by mixed use of zoning, good public transit & an emphasis on pedestrian and public spaces. It emphasizes cycling, walking & modern transit by reducing automobile reliance. It provides a high level of self containment like working, recreating & leaving in the same area through heavy establishment of service industry. And it implements green energy technology like SOLAR to fulfill energy needs. Smart town in developed world it provides big opportunity for city planners & private developers in sustainable manner to improve the living standards applying cutting edge technology in green ways preserving traditional village culture & ethos. Now, what tools you are going to need to convert Your Small Town to YOUR DREAM’S SMART TOWN if you are not in any State & Central package list ? The Answer lies in the CONSERVATION OF RIVER upon which your small town is built instead of making it a DUMPING GROUND of wastages. ( Because IF IT DIES, YOUR BELOVED SMALL TOWN WILL BE FINISHED --- BE ALERT !!!). There are some steps your TOWN COMMITTEE will need to build your DREAM SMALL TOWN --- (a) A properly managed drainage system having water sewage treatment facility [ Here,1. PWD must check the velocity/ speed factor of the current drainage system so that sedimentation does not occur even if you through a boulder in it (SILT TRAP MUST BE INSTALLED TACTICALLY having regular clearing mechanism of silt ). 2. Your Town committee must establish a PAPER BEG MANUFACTURING UNIT (KVIC WILL HELP YOUR TOWN COMMITTEE with their centralized scheme ) on its own in collaboration with Chamber of Commerce to eradicate Plastic Bag menace ( a must step ) . This unit will give your Town Committee & Chamber of Commerce a means to be self sufficient in long run in addition to provision of jobs to local youths. 3. Your Town Committee will have to establish a Sewage Water Treatment Plant on its own so that contaminated water of the Township can’t reach the River. (That means additional source of Income for your Town Committee ) ( NABARD WILL HELP )] , (b) Town Committee will have to implement pollution control measures across spectrums ( industrial, traffic, house-hold etc) strictly without any bias (Here, Pollution Control Board will provide adequate help like installing Air sensor but people’s whole hearted participation will be must without any political subscription as these measures will pinch hard initially say for first 6 moth – 1 year before fully adapted to it . IT IS A SMALL PRICE IN COMPARISON TO LONG TERM GENERATIONAL BENEFIT YOU MUST PAY), ( C ) TOWN COMMITTEE will have to look after GREEN energy sources where water use is minimal like SOLAR for containment of power woes ( town committee can establish a captive SOLAR unit of required energy on the slope of National Highway [ it will minimize the bird’s death effect ] after getting revenue sharing agreement with National Highway Authority of India ( if they agree then project cost will be substantially lowered ). For finance Your Town Committee can opt for JAWAHARLAL NEHERU SOLAR MISSION – A CENTRAL SCHEME SPECIFICALLY DESIGNED TO CATER THE ENERGY NEED .) (d) Town Committee will have to educate the population to stop misuse of water & about the differentiate value of quality water & general water & use of it accordingly e.g - water used for drinking VS water used in toilate (Instead of waiting for state/central governments finance, YOUR TOWN COMMITTEE can use MP & MLA funds to complete the WATER SUPPLY SCHEME effectively in a time bound manner. Short-fall can be covered through vast financial network of YOUR TOWN’S CHEMBER OF COMMERCE OR through NABARD or through United Nation’s sponsored scheme ), ( e) Town Committee will have to maintain the optimal velocity/ speed ( like installing WIRED BAND in places ) of the FOCUSED RIVER to prevent deposition of polluted materials in the bed. River bank must have total green coverage ..!! ( Here, your Town Committee may required active backing from peoples, NGO, Ward members, river engineering from WATER & IRRIGATION DEPARTMENT and the power of LAND ACQUISITION POWER OF STATE’S REVENUE ACT OR OTHER APPROPRIATE EFFECTIVE ACT THAT IS ACTIVE IN YOUR STATE for adequate compensation to the affected parties on the path of implementation ), (f) Town Committee will have to stop open defecation ( System must not come FREE to the people , ( Ward members will have a horrified job to implement this in their wards !!) , (g) Town Committee will have to go for mass tree plantation to preserve soil quality (State forest department will help in this regard after taking due consideration of ecological balance of the place in addition to the psychological & beautification need of your town.) (h) Town Committee will have to implement air pollution control strictly to prevent disease so that medical hazards do not find a way to the drainage system & ultimately to the river ( a blanket ban on all automobiles for 9 am – 6 pm except emergency, medical & police network may be considered (please don’t fret !!) --- YOUTH GENERATION MUST PARTICIPATE IN IT WHOLE HERTEDLY as it will pinch them more but they will feel always free due to walking & cycling without any feat of Diabetes, Obesity, Fatigue, Insomnia etc,) (i) Town Committee will have to implement a proper Solid Waste Disposal system having Recycling Unit of ON ITS OWN which will help it again to enhance self sufficiency further [ that means increased jobs for local youths ] ( Town committee can do it by submitting a water-tight total scientific proposal to the URBAN DEVELOPMENT MINISTRY OF STATE GOVERNMENT ), (j) Town Committee in collaboration with BDO &WATER and IRRIGATION DEPARTMENT will have to implement proper irrigation system in surrounding FARM LAND connected to TOWN COMMITTEE’S OWN sewage treatment facility to prevent flow of agriculture related pollutant to the FOCUSED RIVER [ it will ultimately forced FARMERS to go for ORGANIC farming giving necessary fillip to the VETERINARY DEPARTMENT ], (K) Town Committee MUST implement water quality monitoring system effectively & strictly (L) Town Committee will have to implement a fully DEDICATED & SINGLE POINT networked computer system to monitor activities of segment of the society online --- [ BSNL (have a faith upon their capabilities as it is formed by TAX payers of across INDIA ) can provide broadband facilities to all house-hold if your town committee comes into agreement with it to look after the back-bone. Your town committee can take help from NASSCOM for other aspect of this network before implementation.] (m) Town Committee must implement a MASTER HOUSING PLANE to check-mate haphazard real estate growth. Otherwise, it will lead to GROUND WATER RELATED medical hazards for your beloved town in near future (Be alert all !!!) (n) Town Committee will have to implement state emergency disaster management system effectively ( Town committee may employed strictly un-armed local cycling youths as scouts for emergency day to day basis in addition to STATE’S POLICE FORCE ), (o) Town Committee will have to develop all ponds in its vicinity as a recreational area for child & old age person . It has the potentiality to serve local fish demand to great extent also (NABARD WILL HELP ), (p) Toxin Sensors have to install to get real-time data about polluted discharge through drainage system etc. (Q) Town Committee must take expertise from NASSCOM for ICT implementation. Well, this is just a frame work from me to CONVERT YOUR SMALL TOWN to YOUR DREAM SMART TOWN where there is no central or state package is available because I believe ONLY SMART (conserved ) RIVER can make SMART TOWN.. But It needs further discussion among people’s of your town. Experts will give you thousands of way to convert your town to a SMART TOWN but it is you & your TOWN COMMITTEE is going to make the Final call. But DISCUSSION WITH EXPERT IS A MUST ( as I am just a Laymen ). SAVE/ conserve YOUR RIVER, SAVE YOUR TOWN, MAKE YOUR SMART TOWN !!! Well, this for those TOWN COMMITTEES whose names are not in the list of PROPOSED SMART CITY LIST ( government can’t make each town a smart town – A HARD FACT WE HAVE TO EXCEPT WITHOUT ANY POLITICAL BIAS ) but has the ability to become one on its own having VILLAGE ETHOS ENTACT ( we all love village culture & serenity --- DON’T WE !!)) (IF YOU DO NOT HAVE ANY RIVER THEN MAKE IT PRIMARY WATER SOURCE CENTRIC but other’s will be remain same). Please begin DISCUSSION WITH YOUR COLLEGUES, M.L.A., MP, TOWN COMMITTEE and other competent authorities/ person or share it among your friends to generate awareness. SAVE RIVER/CONSERVE RIVER --- not containment, SAVE TOWN ----- MAKE SMART TOWN !! PLEASE DO NOT FORGET THE HARD FACT ---- ASSAM IS A RIVER STATE HAVING AGRICULTURE AS ITS BACK BONE ---- if you ignore RIVER then forget about WHOLE-SOME DEVELOPMENT OF ASSAM !!!
