COUNTRY’S VISIBLE POLITICAL PARTIES MUST LIVE UPTO THE ASPIRATION FOR COMMON MEN:PEOPLE’S MANIFESTO DEVELOPED IN RAYAGADA Rayagada, January 25: While formally inaugurating the consultation on People’s Manifesto jointly convened by Wada NaTodo Abhyan, New Delhi & Zilla Sambadika Sangha, veteran ocogenerian Gandhian leader expressed his concern about how the present political system had weakened the democratic rights of the common citizens. Decentralisation of power and administration by conscience had hardly taken place. The basic needslike food, cloth and housing needed to be provided by the state as a matter ofright had been seriously violated. There is a denigration of people’s dignity.In the grievance cell, the aggrieved is not even offered by the govt servants thereby making mockery of the democracy, said Dr.Das. “Political parties, just before election release their manifestos and make several promises for the public.Many of them are not adhered to. The opposition parties have a greater role tomonitor the promises made by the ruling party which is hardly done. Manifestos are developed with least consultation at ground level. That is why we have resolved to develop a people’s manifesto including civil society groups, tribal leaders, academicians, business entrepreneurs , women, youth, differently abled, legal experts, minority groups, media persons, political party leaders, religious leaders, etc and advocate at different levels to include the aspirations of common people from the ground in the manifestos of the political parties”, saidSri Kirti Sahu, Editor-Pratiphalan. Dr.P.N.Singh, Principal, Gandhi Institute of Science and Technology opined that when the country had 65% ofyouth voters, there should be proportionate reservation in the parliament and state assemblies. Similarly women reservation bill should be promulgated at the earliest. A people’s representative must be a sevak first and all kind of extra-special facilities for them should be scrapped. As the water is the lifeline of the public, priority should be given to them rather than the industries. Sri Kaliram Majhi, the local tribaland BJP leader opined to make the voting compulsory. Sri Surendra Sahu mentioned the local issues like construction of Gumuda bridge, Rayagada-Gunupur Railway line, another foot-over bridge and suggested to include these as a partof the people’s manifesto.Senoir scribe told that an MLA or MP must not be allowed to rule more than two terms. Bidulata Huika told to keep maximum age bar to contest as sixty, provision for no confidence motion like PRI members,subsidised different items of food in lieu of labour. Senior social activist Sri Bijay Baboo demanded to give autonomy to gram/palli sabha with financial power. Planning by palli sabha must be mandatory by the Govt to approve it. All the money must goto Gram sabha in stead of block, dist and state. Piped safe drinking water to each household with sanitation and irrigation facilities in the villages should be included in the manifesto. “Promulgation of Inter-state migration act an didentification & distribution of Bhoodan land should be done on a warfooting basis”, said Dr.Gouranga Rout. Labour leader Sri R S Panda suggested a uniform wage code for private sectors and strict and transparent CSR policy(Corporate Social Responsibility), especially for the private sector.There should be a stricture of time limit to dispose off any case by the judiciary, Said Sri Panda. Sri Krushna Sabara and Sri BalakrushnaPatra emphasised upon teaching tribal children in mother tongue basedmulti-ligual education during pre-primary and primary stage. BMS leader Sri Jogesh Das told not to give tickets to more than one person from a family,appointment of an additional anganwadi worker(AWW) in each anganwadi centre and fix the salary of at par with a primary teacher. Many of the participant didnot approve increase in electricity cess in Odisha where as there is a decrease in Maharashtra and Delhi. Almost all the participants suggested to include quality education and health in the people’s manifesto.
