CPMIEC Report (08/03/2014): Lieutenant General Zhang Yulin, deputy to the National Peoples Congress (NPC) and deputy director of the General Armaments Department (GAD) of the Chinese Peoples Liberation Army (PLA), expressed on March 6, 2014 that Chinese military will insist on actual-combat-oriented standard of weaponry and equipment development without involvement in power competition or in any arms race with any other countries. To focus on the demands of future warfare in developing equipment capable to fight and win battles is much more important than blind commitment to indicator lead, Zhang Yulin said. Actual-combat orientation means the whole process ranging from equipment design, research and manufacture, and production through test and verification, and the process should be conducted in accordance with the combat field environment and operation process of the future warfare in full attempt to develop equipment which is capable to break through the combat system of a strong enemy,” Zhang continued. Weaponry and equipment are the material and technical foundation of combat effectiveness. Zhang Yulin holds the idea that while holding the down-to-earth aim at actual combat, the development of future weaponry and equipment should also seek breakthroughs in both pioneering and strategic terms in the fields of new technology. From the steam engine to the Internet, any giant stride in the progress of human society is made possible by new technology instead of the regular one. It is applicable in the field of military. Only the breakthrough in new technology can realize the revolutionary upgrading of combat effectiveness,” Zhang Yulin said. This requires us to command the core technology and elevate our capability in independent innovation.” In addressing the issue of branding the recent debut of a series of Chinas new military equipment as explosive growth, Zhang Yulin expressed that there is still quite a gap in China’s military equipment compared with that of the developed countries, while good equipment is not entirely tantamount to stronger military power. The history of world wars has repeatedly proven that the determinant of war is not in weaponry or equipment but in talents, Zhang Yulin continued, The real core of combat effectiveness lies in whether mens subjective pro-activity, innovative combat skills or even innovative warfare can be fully brought into play, and in whether the integration of man and weapon can be actually realized”-he added.
