Cache la Poudre River National Heritage Area Management Plan: The Poudre Heritage Alliance, managing entity for the Cache la Poudre River National Heritage Area recently completed the Management Plan for the Heritage Area. The plan outlines the vision, mission and goals with a plan of action to accomplish the goals. The plan is available for public review and comment on the National Park Service Planning, Environment and Public Comment website at parkplanning.nps.gov/cala. The comment period is open until September 1st. The Cache la Poudre River National Heritage Area was designated by Congress in 1996 to recognize the significant role the region played in the development of western water law and water development. The stories of the Cache la Poudre River National Heritage Area are a microcosm of early Americans’ struggles to tame the western frontier of the United States. The Heritage Area provides visitors and residents the opportunity to understand the often adversarial, sometimes harmonious relationship between nature and culture that dominated the early history of the American West. The resolve and ingenuity exhibited by early settlers in their battle against the rugged environment of the late nineteenth century Cache la Poudre River resulted in a historical legacy of critical contributions to the disciplines of agriculture, engineering and law, without which northern Colorado and perhaps much of the West could not have been settled. The Poudre Heritage Alliance (PHA) was designated in 2009 by Congress as the local managing entity to oversee the development and implementation of a management plan. The plan was developed over a three-year period. Seven open houses were held throughout the region during the process. Karen Scopel, Poudre Heritage Alliance Chair and Natural Resource Manager for the City of Greeley, stated, “The Board of Directors and many other stakeholders spent an incredible amount of time to craft a management plan that will fulfill the vision of being a renowned attraction that combines opportunities for education about Western water law with a healthy natural environment and breathtaking scenery, supported by premiere facilities, including trails, visitor centers and interpretive exhibits. This vision will be accomplished in concert with the many partners that comprise the Alliance including Fort Collins, Greeley, Windsor, Larimer and Weld Counties, Northern and Central Water Conservancy Districts, Poudre Learning Center and other organization representatives.” Ms. Scopel noted that the PHA has already accomplished many projects including interpretive signs, video, a guidebook with auto and walking tours, research, inventories of features and an ethnohistory.
