Call for Papers: Association of American Geographers (AAG) Annual Meeting 2014, Tampa, FL, April 8-12 Session: The other as a threat: surveillance, control and segregation in Latin America” Convened by Lucas Melgaço - Vrije Universiteit Brussels (VUB) Nelson Arteaga Botello – Latin American Faculty of Social Sciences This session aims to discuss three general ideas. The first is the idea of “the other” as a threat, particularly in what concerns the criminalization of differences and the enforcement of prejudice and segregation. We are interested in understanding how space plays a role in the creation of new concrete or symbolic edges, limits, borders and frontiers. These barriers range from the scale of places, as in the case of gated communities, to that of countries, as in the case of border control enforcement. Space contains symbolic icons that may bring the idea of safety or fear in relation to “the other”. The session welcomes papers that, for example, present how surveillance plays a role in the definition of “inside” and “outside” as well as on how it participates in the construction of the notion of “we” and its confrontation with “the others”. The second idea is that of surveillance. We welcome papers that analyze the use of technologies of information for monitoring and control, with emphasis on the applications directed to identify and label “the others” in Latin America. The session may accept contributions from the large domain of surveillance studies, including research on topics such as: Closed-Circuit Television Systems (CCTV); Social sorting, classification, biometric identification documents, and smart cards; Control of dissent (demonstrations, public protests, etc); Resistance to surveillance (with the use of art, for example); Urban policing and the use of technologies of information for monitoring and control; The relationships between urban planning and electronic surveillance and security; Integrated security centers (such as those under way in Rio de Janeiro, Mexico City, Buenos Aires and Santiago used to integrate data from the police and other public administrative sectors like traffic control); Surveillance of the Internet and in social networks; Personal data, regulation and legislation concerning surveillance and privacy; Mobile Surveillance like RFID tags, GPS devices, mobile phones and drones; and so on. Finally, the third idea is that of Latin America. The organizers welcome contributions not only about cases geographically circumscribed to Latin America but also those related to Latino communities in other countries in North America and Europe and their relationships with security and surveillance enforcement. Examples include Cuban neighborhoods in Miami, Mexican neighborhoods in Los Angeles and Puerto Rican neighborhoods in New York. Other possible topics pertaining to Latin America include: Surveillance and security of mega-events (such as the Soccer World Cup in Brazil, the Olympic Games in Rio de Janeiro (Brazil) or the Pan-American Games in Guadalajara Mexico); Border control; International comparative studies of security and surveillance; Theoretical contributions of Latin American authors to the study of surveillance, control, and security, and on subjects like segregation, prejudice and fear of the other. Nelson Arteaga and I, the organizers of the session, are currently editing a book involving these three aforementioned subjects and papers presented at the conference may be included in the publication. Successful submissions will be announced on October 22, 2013. Presenters of accepted papers will also need to register for the Annual Meeting (see aag.org/cs/annualmeeting/register), submit their abstract online, and provide their PIN by October 22, 2013.
