Cambodia is claiming that she is competing across space, i.e., with her counterparts in the globalized world. But what she is doing is going back and forth in time, comparing her own present with her own past. When the new teaching method fails to teach children literacy at early grades, she goes back to Chet Chhems (ចេត្រ ឆែម) method of the1950s; when she needs to justify her decision to give grade 12 students the second test/chance, she goes back to the practice of the 1960s. Are we actually in the race?
