Can someone explain the exact definition of what it means to scan a crowd with a laser? Im aware its illegal/dangerous for crowd scanning and on the rare occasion I use my laser its pointing across the ceiling. If it was directed above the heads of the crowd, does this mean that none of the beams should be hitting people at any point, no matter how small, or is it ok as long as long as there is no way anyone can look into the source of the light...
