Canadian Center for Overseas Development 8 rue du Long-sault, Québec, Canada Tel : 613-614-8139 To Honorable Linda Thomas-Greenfield, Assistant Secretary, Department of State’s Bureau of African Affairs, USA U.S. Department of State PM/DDTC, SA-1, 12th Floor 2401 E Street, NW Washington, D.C. 20037 Ms. Linda Thomas- Greenfield, This is to inform you that the regime of Mr. Ismail Omar Guelleh keeps cracking down USN leaders and its active members since USN legislative election victory held in February 2013. After the arrests and unlawful imprisonment of Abdurahman Bashir, Abdurahman Barkad and Girreh Maydal, the regime has tracked down other civil society activists and political leaders. The bloody Djiboutian regime has intentionally targeted and arrested Mohamed Elmi Rayale, a French teacher, who passed away on the 29th of August, 2013. The deadlock reached by USN-UMP negotiations on September 14th, 2013, which demonstrated the failure of the regime to find out a solution to the political crisis that erodes the progress of our political development and stability of Djibouti, pushed the regime instead, to hunt and crack down a huge number of USN activists and political leaders. Yesterday September 30th, 2013, the failed-regime was barricading some sensitive areas and surrounding the house of the president of the MRD and spokesman of USN, Mr. Daher Ahmed Farah. Mr DAF was unfortunately arrested by the police early this Tuesday afternoon; bringing the number of his arrests up to twelve, since his is back home in Djibouti, early 2013. Djouweria Kadar Elmi, an under-aged female was arrested yesterday as well, along with several other young activists. Thanks God, I have just been told that she is now back home. Let´s cross... The dictatorship of Mr. Ismael Omar Guelleh then made the decision to uphold the language of force and repression rather than the positive and inclusive communication among political groups and civil society. As you can see Honorable Linda Thomas- Greenfield, the Djiboutian population, especially its youth, no longer wants this 36-year-old-regime, which tells us very clearly why USN won outright the last legislative elections. Therefore, we are convinced that the will of our people, through its youth, will eventually prevail. Honorable Linda Thomas- Greenfield, we would like to see the USA refrain this expired regime from arresting and jailing our people, and keep maintaining pressure on it, so our political leaders and civil society activists can finally take part in a real political life. Yours sincerely, Ali SALEM-OMAR President of the CCOD Aylmer, Gatineau, Qc J9H 1G2 Copy: -Ms. Geeta Pasi, USA Ambassador to Djibouti
