Carole HopeSave Beckenham Place Park golf course 43 mins · I have spent a lot of time looking at HLF website and there are some interesting issues we can run with. I have established that the grant has been made as part of Parks for People, one of 15 grant programmes and that is a bit of a stumbling block for us because there is a separate grant for sports heritage and so sports are not included in Parks for People. Crazy! There is no provision in the Parks for People grant programme for on-going maintenance but there is in other programmes. So, that means Lewisham would have to apply under a separate grant programme, but I dont see how they can relate that application to upkeep of green spaces. In any case such maintenance grants are only for five years. Under Parks for People HLF state an application is unlikely to win support for the construction of a new building, a structure, a car park, a sport or play facility. So, how comes Lewishams plans include a new car park and play facility? HLF are also keen on promoting public transport links to their approved sites, whereas Lewisham Council (at present) are down-playing them, until such time, I would suggest, as it suits them to strongly promote the good public transport links via bus and train to the park. For a major redesign HLF say You will need to show that the local community values the park ... consult new and existing audiences in order to develop a detailed programme of activities to engage people with heritage ... consult and involve the user group in project planning. HLF say the applicant has to have a management and maintenance plan and the application will be dealt with in two phases i.e. development and delivery. During the first phase they must provide outline information about how you will maintain the outcomes of the project. Tell us how your project will be financially sustainable. This is obviously what has been completed to date. Second phase provide detailed information about how you will maintain outcomes of your project, in line with any consultation or research that you did during your development phase. I should imagine this is the current stage Lewisham Council are working on. HLF also say You dont have to have all the contributions in place when you apply to us. However, you must have them by the time you are ready to apply for permission to start. The HLF website makes it clear that it aims for transparency and gives details of recent Freedom of Information requests it has received, and the Parks for People application guidance notes refers to such obligations, so that is another avenue to be pursued to expose Lewisham Council’s manipulation of flawed data and limited consultations. I have already asked Lewisham Council for certain information and have advised I will apply under FOI if need be. HLFs Standard terms of grant download is worth looking at, especially number 27 You must repay to us immediately any Grant that we have paid you (and we will stop any future instalments of the Grant) if .... you have, in our opinion, given us fraudulent, incorrect or misleading information ... you knowingly withhold information that is relevant to the content of your Application ... HLF specify what their Outcomes for heritage are - ten of them and they give extra weight to three - in deciding to make a grant. Those three are 1) better managed (new scheme retaining golf course could be better managed!) 2) developed skills (so, if sport is not included in Parks for People what are the skills Lewisham has referenced because in my head rowing and other lake activities are sports) 3) your area/community will be a better place to live, work or visit (it wont be for a lot of current users and how do you quantify this?)
