Parker, Sr., MS, ALC, NCC Course Registration: $250.00 includes all training material and a Certificate of Completion 25 Students Max First Responders throughout the United States are dealing with an acceleration of violent crimes in recent years which has resulted in an increased number of encounters between law enforcement and violent individuals whose mental capacities have diminished. Law enforcement officers with limited negotiations skills are at a disadvantage during these encounters. In most instances officers react inappropriately due to the fact they are not equipped with the proper negotiations skills. In this course, utilizing basic negotiations skills would serve to increase the law enforcement officer’s safety and efficiency. General Structure and Philosophy of the Program In today’s world of increasing crime, suicides, domestic violence, and terrorism, any of us could be placed in the position of negotiator. You may be the first asset on the scene and have to do your best to prevent the escalation of a situation until help arrives. From Firefighter to Fire Chief and Police Officer to Police Chief, this is training you need. This course is designed to give you the skills needed to save lives, prevent injuries, and better protect your fellow team members. This is interactive training complete with classroom instruction followed up with mock scenes and role players to give you the experience you will need. Developing proper negotiations skills is comparable to developing the ability to shoot accurately or to play a sport well. Understanding the dynamics of communication and the meaning of key word is important, but the ability to understand emotional intensity when spoken and to properly respond is equally as important. These skills are properly developed through extensive practice and role play. Course Outline: Day 1 Introduction to Crisis Negotiations: This three day course will examine the fundamentals of Hostage/ Crisis Negotiations. Students will learn basic negotiating skills and various ways a Crisis Negotiation Team should be utilized. Fundamental/Tactical Use of Negotiators: This course will brief students on the role of the negotiator and the importance of utilizing fundamental sound tactics in concert with SWAT officers. The goal of the negotiations process is to preserve lives and resolve critical incidents peacefully. Team Structure: Generally, in smaller departments the crisis negotiations team consists of at least three or fewer negotiators. Each team member of the unit has a primary role during critical incidents. Students will examine each individual role on the team and their functions as a crisis negotiations unit. While examining the three core team members we will also discuss the importance of the other members on the team such as the scribe and the team leader. Students will learn what the primary negotiator responsibilities are and how to effectively communicate with subjects. Students will examine the responsibilities of the secondary (or backup) negotiator and how he/she properly assists the primary negotiator by offering advice, monitoring the negotiations, keeping notes, and ensuring that the primary negotiator sees and hears everything in the proper perspective. The intelligence negotiator interviews persons associated with the suspect to compile a criminal history and a history of mental illness, as well as to gather other relevant information. Often in larger departments they have an additional negotiator which performs as team leader and his/her primary responsibility is to act as a liaison between command personnel and the negotiations team. Basics of Negotiating: The fundamental duties of each team member will be discussed and explained in debt. Day 2 Communication Skills: Student will be given an in-depth overview of active listening skills. Also students will be brief on the importance of controlling their rate of speech, tone of voice and body language. Psychology of Negotiations: In this segment students will discuss in general terms mental disorders that are prevalent during crisis situations. Students will learn the importance of Identifying mental disorder and dealing with it in a crisis situation. Case Studies: Students will examine past incidents and learn how each and every hostage/ crisis situation is different. The cases we review are a diverse sampling of the instructors experiences. A burglary which turns into a hostage situation, a bank hold-up goes bad. Suicide Intervention: Can you talk a person into committing suicide? The myths and the truth about suicide will be discussed. The Resolution: Sometimes our success is bittersweet, we will discuss the Good and Bad side of a resolution. The Aftermath: Negotiator Stress, second guessing and Monday morning quarterbacking will be discussed. Day Three: Role Plays: Instructors will guide students through intense role-plays similar to scenes encountered by experienced negotiators on the job. Students will have a chance to participate as a team member and use the most advanced electronic equipment that is on the market today. Upon completion attendees will have gained knowledge in the following areas: 1. Crisis Team structure 2. Dynamics of Negotiations 3. Value of using trained police negotiators as opposed to (clergy, politicians, mental health professionals or family members) 4. Psychology in Hostage Negotiations 5. The Team Concept – Tactical and Negotiation 6. Communicating properly with people in Crisis 7. Negotiator Stress 8. With over 20 years of law enforcement service, he serves as a field training officer instructing new officers in standard operation and procedures. He is a Team Leader for the crisis negotiations team where he trains new negotiators in basic negotiating techniques. He is also a former instructor with the National Associations of School Resource Officers (NASRO) where he trained officers in transitioning from street to school settings. A nationally certified counselor, Sergeant Parker applies his background in Sociology and Corrections to further the field of negotiations.
