Clear Channel has a billboard division that owns billboards all over the Baltimore/DC area among other markets where they own radio stations. Clear Channel claims the tax is a violation of free speech & has offered Baltimore $1 million dollars as a settlement, an offer rejected by the city. Locally Clear Channel owns many Baltimore & DC radio stations, including JACK FM 102.7, WPOC 93.1, Heaven 600, Z104.3, DC/101, HOT 99.5, WASH 97.1 FM, BIG 100.3, & WMZQ 98.7.
