Clearly an issue with Abuse of Office. These long time Bureaucrats have achieved positions of power through attrition, and their own political ambition. Most have a skewed perspective existing in the government confines, and have taken not only an "US against THEM" attitude, they push their own agenda, and that of directives of those that grease them. Too SAD state of events, but the reality of situation. Given the contracts for maintenance of voting machines are SEIU members, Voter Fraud in those areas has been pervasive. Add in voting protocols, not verifying identity of voters on the guise of "voter intimidation", is very stupid, how many people do not have a valid form of ID? We need reforms in all aspects of the not only the laws, but eliminate the Bureaucrats that take license in "Interpreting" the laws to be upheld. Consider this problem from that perspective when you see the concerted efforts of Obama, Holder, Pelosi, Reid and their Crony Department heads. Further, there is a series of laws called RICO... seems if we did anything akin to this, the holding hostage, extortion and deceit mixed with grinding people through the Bureaucratic processes for permits, these Dukedoms too long have acted with IMPUNITY. Time to expose them for what they are at all levels, and CLEAN HOUSE!
