WorleyParsons Indonesia and is currently providing Engineering and Construction Management services for PT. Chevron Pasific Indonesia in Duri, Riau under its Engineering and Construction Management Contract. We are seeking qualified and highly motivated engineers from multiple disciplines to join and experienced team in a fast paced environment. 1. HES Area Superintendent (HAS) Roles and Responsibilities The Roles and Responsibilities of this position include but not limited to: • Enforce Company’s contractor’s HES Management Plan • Lead Contractor and Company’s contractors Compliance to Company’s HES policy • Lead and control all Contractor’s field HES activities at his/her area of responsibility. • Facilitate incident investigation and follow up its recommendations • Work Closely with Company and Company’s contractors during executions of Field HES Services to support construction completion in compliance with quality requirements. • Execute continuous mentoring program from senior to junior personnel during the performance of Field HES Services, including tracking of its effectiveness and documenting the result. • Develop and implement HES training program dor all Contractor personnel and Company’s contractors. • Provide HES guidance to the Contractor personnel and ensuring their use and understanding of the approved HES management and the HES associated procedures. • Ensure all systems, proceses and procedures for Field HES Services to meet Company’s expectation during Contract period. • Report to and assist Manager HES related to execution of HES related Services under his area of responsibility during Contract period. Qualification of Personnel • Minimum education is to possess an appropriate (S1) degree • Candidate shall have minimum 15 years working experience in construction execution and field HES supervision and inspection, with minimum 10 years of which are Oil & Gas or petrochemical handling projects and/or facilities, and minimum 10 years of which at supervisory position. Having AK3 Certificate from Depnaker is and advantage. • The candidate shall have minimum experience as a Field HES Superintendent for EPC or CM contracts for oil and gas or petrochemical industries in the last 5 years. • The candidate shall have broad knowledge on various construction techniques, various field HES practice and related quality codes & standards. • The candidate shall demonstrate strong HES leadership, have strong supervisory capability and high skills for facilitation & coordination, mentoring & coaching, and networking. 2. Area Superintendent Training & Development (AS-TND) Roles and Responsibilities • Manage, coordinate, develop and enforce contractors’ Training and Developments Program that shall be aligned with company policy, and monitor and manage the performance result. • Provide advice and coordination for billable HES training, skill training and soft training to field construction group concerning compliance with applicable regulations, industry standards and company guidelines, practice and policies. • Produce training materials, manuals and documentation, organize fiscal reports and analysis included but not limited to prepare feedbacks or reports on training groups, targets and accomplishments, and also evaluate the effectiveness of training programs and instructors. • Devise strategies and methods to train staff members or provide programs on job functions, working environment, or coping skills. • Enforce Contractor’s Training and Development Plan and lead Contractor compliance to Company policy, • Work closely with Company’s representatives and Contractor’s Project Managers to manage Training Development Plan. • Develop and implement HES training program for all Contractor personnel and local contractor’s. • Facilitate on the job training for Contractor’s HES personnel and ensure their competence. • Ensure contractors’ employees are equipped with the requisite knowledge and skills to complete their tasks successfully. Qualification of Personnel • Minimum education is to possess S1 in any discipline with 15 years working experience in managing training and development programs and organization, which minimum 5 years as trainer in the oil/gas HES or construction related skills (e.g. lifting & rigging, welding, scaffolding, etc). • Have good instructional technique and design and have certification or qualification in training and development method. • Shall have minimum 10 years at supervisory or managerial skills in a training and development organization, of which 5 years shall be related to construction and project management for oil & gas, EPC, or petrochemical project or facilities. Skills shall also include supervising a large training and development organization with minimum of 5 direct reports. • Experienced in Learning Management System, Learning Content Management System, Project Management, and TOT (Training of Trainer) management. • Shall have broad knowledge on various training programs for construction and execution aspects, included HES and other discipline applications for construction activities and constructability review, able to inspire and motivate, professional, ethical, persuasive, strategic, analytical, critical, creative, innovative and visionary, and able to develop training curriculum, documentation or manuals. • Shall be a good listener to understand and interpret the training needs of different departments and to develop training materials that meet the company needs. • Have a systematic approach to training, an understanding of design, tailored training and an appreciation of the challenges trainers face, and knowledge of training, learning and the business as a whole. • The candidate shall demonstrate strong HES leadership, have strong managerial capability and high skills for facilitation & coordination, mentoring & coaching and networking. 3. Training Supervisor (TS) Roles and Responsibilities • Lead, maintain and develop training plan, module and documentation. • Train the contractors’ and company’s contractor personnel as per developed training plan and module. • Coordinate with training coordinator and trainer in developing training plan for Contractor’s personnel and manage the implementation to fulfill contract requirement. • Identify, review and evaluate the training plan and the implementation to come up with the input for improvement. • Work together with company and company contractor’s project manager to determine the organization needs. Design and create training manuals, online training modules and course materials aligning with company requirements and policies. • Select and assign instructors, trainer, or vendors to conduct training, review training materials from a variety of vendors and choose appropriate materials and communicate the plan and result to company. Qualification of Personnel • Minimum education is to possess S1 or D3 Degree in any discipline with 7 years (S1) or 10 years (D3) working experience in managing training and development programs and organization, which minimum 5 years as trainer in the oil/gas HES or construction related skills (e.g. lifting & rigging, welding, scaffolding, etc). • Have good instructional technique and design and have certification or qualification in training and development method. • Understand key techniques - Training Need Analysis (TNA) method and template, evaluation, and transfer of learning (putting learning into practice in the workplace). • Able to be good communicator and to present with credibility and authority; innovative, and able to develop new concepts and to deliver creative solutions. • Shall have broad knowledge on various training programs for construction and execution aspects, included HES and other discipline applications for construction activities and constructability review and has knowledge of the function of the Training Department, of the training option available, and of differed learning and training styles. • Shall have minimum 5 years at supervisory or managerial skills and position to supervising a training and development organization with minimum 10 trainers, which 3 years shall be related to construction and project management for oil & gas, EPC, or petrochemical project or facilities. • Able to give good and consistent advice, think strategically and at an individual level, influence upwards, sideways, downwards and outwards. • Have a systematic approach to training, an understanding of design, tailored training and an appreciation of the challenges trainers face, and knowledge of training, learning and the business as a whole. • Able and aware of sources of advice, materials, suppliers and contacts. 4. Trainer (T) Roles and Responsibilities • Train the contractors’ and company’s contractor personnel as per developed training plan and module. • Coordinate in developing training plan for Contractor personnel with training coordinator and manage the implementation to fulfill contract requirement. • Identify, review and evaluate the training plan and the implementation to come up with the input for improvement. Qualification of Personnel • Minimum education is to possess S1 or D3 Degree in any discipline with 4 years (S1) or 7 years (D3) working experience as trainer in the oil/gas HES or construction related skills (e.g.lifting & rigging, welding, scaffolding, etc). • Understand key techniques - Training Need Analysis (TNA) method and template, evaluation, and transfer of learning (putting learning into practice in the workplace). • Have good instructional technique and design and have certification or qualification in training and development method. • Able to give good and consistent advice, think strategically and at an individual level, influence upwards, sideways, downwards and outwards. • Able to be good communicator and to present with credibility and authority. 5. Cost Engineer (CE) Roles and Responsibilities • Perform cost estimating & control Services for Company’s projects both at individual or portfolio level which shall include but not limited to: cost estimating, cost control & forecasting, etc. • Prepare construction cost monitoring report for project executed by Company’s contractors and supervised by Contractor. This include in providing monthly project cost accrual for Company’s contractor and Contractor. • Work closely with Company and Company’s contractors during performance of cost estimating & control services for Company’s projects. • Develop and maintain Contractor’s processes and procedures related with cost estimating & control. • Prepare detailed cost estimate for project execution covering all associated cost components (such as: detail engineering, construction, commissioning, equipment certification, construction management, procurement of goods & services, project overheads, etc.) by using budgetary quotations for major equipment and by referring to historical data and/or appropriate cost benchmarks and/or professional judgment. Qualification of Personnel • Minimum education is to possess an engineering degree (S 1) or equivalent. • The candidate shall have minimum 8 years working experience in cost estimating & control, with minimum 4 years of which are for oil & gas or petrochemical handling projects and/or facilities. • The candidate shall have thorough knowledge on various cost estimating & control practices and related codes & standards, including associated software. • The candidate shall have high skill for facilitation & coordination, and networking. 6. Construction Supervisor (CS) Roles and Responsibilities • Assist/coach Company’s contractors in developing CEP to ensure its completeness and quality prior to construction execution. • Oversee construction execution by Company’s contractors to ensure that project construction is executed safely, on schedule and meeting requirements of Company approved CEP. • Ensure that the construction scope of work of Company’s contractors is completed in accordance with construction specification and contract requirement. • Implement all systems, processes and procedures for Construction Planning and Supervision Services. • Report to and assist Construction Supervision Superintendent in planning and supervision of construction execution by Company’s contractors, during the Contract period. Qualification of Personnel • Minimum education is to possess an engineering diploma degree (D3) with 8 years working experience or senior high school graduate (SMU) with 15 years working experience, both in construction planning, execution and supervision. • Minimum 5 years of which (with D3 degree) or 10 years of which (for SMU graduate), working in oil & gas or petrochemical handling projects and/or facilities. • The candidate shall have capability to identify field construction problems and assist/guide Company’s contractors to solve the problems in timely manner. • The candidate shall be familiar with construction schedules, methods of gauging construction productivity, specification of various construction equipment types and their operation as well as various construction techniques and procedures. • The candidate shall have strong supervisory capability and high skills for facilitation & coordination and networking. 7. HES Specialist (HS) Roles and Responsibilities • Serve as SME (subject matter expert) on HES related aspects by providing technical consultations, recommendations for problem solving, detailed calculations, and professional judgment to other personnel of Contractor, Company and Company’s contractors. This shall include but not limited to: lifting & rigging, shoring, construction equipment safety inspection, scaffolding specification & installation, SOP/JSA development, MVC prevention methods, BBS/NM/HI application, SW A implementation, RCA facilitation, CEP development, etc. • Assist Company to conduct inspection of construction items (including heavy construction equipment, light vehicles, construction tools, scaffolding, etc.) during mobilization and work execution by Company’s contractor to ensure that all construction items are safe and fit for duty prior to utilization in the field. Qualification of Personnel • Minimum education is to possess an engineering diploma degree (D3) with 8 years working experience or senior high school graduate (SMU) with 15 years working experience, both in construction execution, field HES management & supervision. • Minimum 5 years of which (with D3 degree) or 10 years of which (for SMU graduate), working in oil & gas or petrochemical handling projects and/or facilities. • The candidate shall have broad knowledge on HES management for field construction activities and construction equipment safety inspection practices. • The candidate shall be fully conversant with following aspects: lifting & rigging evaluation/calculation, shoring evaluation/calculation, scaffolding specification & installation, SOP/JSA development, BBS/NM/HI implementation, MVC prevention methods, RCA facilitation skill, etc. • The candidate shall possess valid training certificates from local organization on various field HES aspects, such as: lifting & rigging, scaffolding installation & inspection, SOP/JSA development, etc. • The candidate shall demonstrate strong HES leadership and shall have high skills for facilitation & coordination, and networking. 8. Project Engineer / Sr. Project Engineer (P-E) Roles and Responsibilities • Ensure completeness of critical data required for WR under his/her responsibility and availability of master deliverables record (MDR), prior to commencement of engineering activities for the respective WR. • Coordinate day-to-day execution of engineering project for WR under his/her responsibility and ensure resources assigned and approved under such WR are working as per planned schedule, cost and productivity. • Facilitate internal communication among engineering discipline resources assigned to WR under his/her responsibility, to ensure good alignment during WR execution. • Ensure all systems, processes and procedures in Contractor’s engineering execution plan are consistently and well implemented to achieve WR completion on budget and schedule. • Act as Contractor’s single point of contact (SPOC) for any correspondence with Company related with WR under his/her responsibility, including: transmittal system, MDR update, proper documentation of decisions impacted WR schedule and budget, management of changes, etc. • Ensure that the weekly / monthly report related to WR under his/her responsibility, has been thoroughly checked prior to issuance to Company. • If assigned to Company as seconded personnel; he/she shall assist Company’s personnel in managing Company’s projects in CPDEP phase-2 to 4, which shall include but not limited to project activities as follow: - Phase-2: supporting alternatives generation/evaluation/selection, providing technical consultancy as needed, preparing project documentation & VIP sessions as required, assisting on G036 & GO! AFE process for phase-3 (FEED) to ensure budget & schedule adequacy, etc. - Phase-3: overseeing Company’s contractor in executing FEED to ensure that all deliverables have been thoroughly reviewed prior to final approval, controlling AFE schedule & budget, preparing project documentation & VIP sessions as required, assisting on GO-36 & GOI-AFE process (phase-4: project execution) to ensure budget & schedule adequacy, etc. - Phase-4: overseeing Company’s contractor in executing DED to ensure that all deliverables have been thoroughly reviewed prior to final approval, preparing project documentation & VIP sessions as required, maintaining close communication with Company’s O&M teams during project execution, ensuring that pre-commissioning & commissioning scope are properly done prior to Facility start-up, assisting to coordinate project hand-over process to Company’s O&M teams including preparation of hand-over documentation dossiers, etc. Qualification of Personnel • Minimum education is to possess an engineering degree (S I) or equivalent. • The candidate shall have minimum 5 years working experience in engineering design, construction and project management for oil and gas or petrochemical handling projects and/or facilities. • The candidate shall have broad knowledge on multi disciplines engineering, internationally recognized codes & standards for engineering & construction, and work planning & scheduling. • The candidate shall have high skills on facilitation & coordination. 9. Process Engineer / Sr. Process Engineer (PsE) Roles and Responsibilities • Prepare and complete development of process engineering deliverables. • Provide technical consultation for Facility construction and commissioning, if it’s required by Company to support Company’s related projects. • Work closely with Company’s user(s) during review sessions of deliverables. Qualification of Personnel • Minimum education is to possess an engineering degree (S 1) or equivalent. • The candidate shall have minimum 3 years working experience in process engineering works for oil & gas or petrochemical handling projects and/or facilities. • The candidate shall have adequate knowledge on process engineering discipline and capable to utilize related baseline software (refer to Attachment AS) and codes/standards. 10. Project Control Specialist (PCS) Roles and Responsibilities • Coordinate and execute project controls Services for Company’s projects both at individual or portfolio level which shall include but not limited to: - Working with Contractor’s Scheduler to develop and update master schedule (resources loaded, WBS based), resources planning / prioritization / leveling, etc. - Working with Contractor’s Cost Engineer to perform cost control & forecasting. • Coordinate with Company’s contractor to ensure timely submission of weekly report including review its accuracy. • Work closely with Company and Company’s contractors during performance of project controls services for Company’s projects. • Develop and maintain Contractor’s processes and procedures related with project controls. Qualification of Personnel • Minimum education is to possess an engineering degree (S 1) or equivalent. • The candidate shall have minimum 10 years working experience in engineering, construction and project controls, with minimum 5 years of which are for oil & gas or petrochemical handling projects and/or facilities. • The candidate shall have thorough knowledge on various project controls practices and related codes & standards, including associated software. • The candidate shall have broad knowledge on project scheduling techniques and various cost estimating methods for engineering and construction works. • The candidate shall have high skill for facilitation & coordination, and networking.
