Cold, and Work, to Keep Some Protesters Home Dozens of protesters already started to gather outside the Ferguson Police Department on Monday night in advance of the announcement of the grand jury decision. But John Eligon reported that some protesters who participated in past demonstrations said they were unlikely to join them again because of the cold weather or because they could not afford to miss work.
