Congratulations to the beneficiaries, stakeholders & supporters of HEC, for today marks the one dozenth anniversary of the 9/11 of Pakistani Higher Education command & control system. A bitter reminder of a military dictators coercive reform that can be characterised as Ill-conceived, utopian & exotic. I feel sad today, for I think we have missed a historical opportunity of remodeling our higher education policy & program in accordance with our own socio-cultural realities and econonic constraints. I appreciate the optimism of supporters and steadfastness of the beneficiaries of HEC on this landmark occasion but I also know that I am not the only disillusioned Pakistani academic, in fact this feeling is deeply grounded among the afecties.
