Congress, Yeah the lobbied guys, control the National Science Foundations funds being approved. Here is an interesting comment.. Further cuts would come from the Geosciences Directorate, which funds climate research. Republicans, like Rep. Lamar Smith of Texas, who chairs the House science committee, said that the funding levels reflect the need to emphasize “areas of science and research that are crucial to economic growth.” Science needs to be supported only where it assists business in making more ..of EVERYTHING, but climate and other ACTUAL SCIENCE? Out of the $7,280,000,000 , MISTER CHAIR MAN holds up 2 tiny glaring examples of stupid grants totaling $400,000 and uses that as an example of how these scientists are wasting money (that congressmen could be getting in bribes and kickbacks from their cronies in Corporate World!)
