Congress endorsed the creation of the postal corporation because they wanted to remove it from Cabinet-status, eliminate their responsibility in running it and they wanted tto Republicanise government by turning it into a separate business, thus the USPS appeared. After bargaining for Union support, the USPS proclaimed a business-model tthat was Barcode-oriented and business-focused, that envisioned all of these Distribution centers. Having failed to gain a monopoly-control of the future Internet-business applications, it now needs to downsize; but again, Congressional meddling is, for political election reasons, blocking it just as they insist on their home-area government contracts that waste money building things the government doesnt need or want, to help them get re-elected. CONGRESS, PHOOEY!
